REV: 09-26-24 VR <br />The information request will be limited to existing documents; new documents will not be <br />created in response to this request. The web survey will be provided to City project <br />participants to better understand their perspectives and experiences. The web survey will <br />be composed of thought-provoking questions, intended to inform project efforts. <br />Consultant will review the documents and data received in the information request <br />process and the outcomes of the web survey to inform efforts in Phase 1, as well as <br />inform the recommendations to be developed in Phase 3. <br />Upon satisfactory completion of Deliverable 1, Project Work Plan and Schedule, and <br />submittal of invoice in accordance with Section 6 (Compensation), City shall pay the <br />Phase 1 fixed fee of $14,056. <br />Phase 2: Discovery/Existing Conditions Analysis <br />Phase 2 includes one on-site visit for key stakeholder focus groups. <br />2.1 Conduct a Financial and Organizational Assessment. <br />Consultant will review current allocation of PRCS Department budget resources. <br />2.2 Complete a Strengths, Weaknesses, Opportunities, and Threats (SWOT) Analysis. <br />Consultant will identify strengths, weaknesses, opportunities, and threats of/to the <br />organizational structure, department culture, operating procedures and systems, <br />workflow processes and the resources allocated to the PRCS Department. <br />2.3 Collect PRCS job descriptions for relevant staff and documents detailing current and <br />historical organizational structure. <br />2.4 Identify current reporting relationships and span of control for each management and <br />supervisory position. Identify staff and program functions and relationships with other <br />departments. Document routine and major tasks, activities, processes and inter- <br />departmental communications. <br />2.5 Obtain observations about current operations to provide suggestions for <br />improvement. Use various strategies to gather feedback, perceptions, and viewpoints of <br />PRCS Department staff to provide context for how each division works intra- <br />departmentally. <br />2.6 Conduct Focus Groups. Conduct interviews with appropriate key stakeholders and <br />employee interviews. Identify appropriate stakeholders beyond Department staff in <br />conjunction with the Steering Committee, including City leadership, community partners, <br />boards and commissions, associated nonprofit organizations, and others as needed. <br />Upon satisfactory completion of Deliverable 2, Existing Conditions Memorandum, and <br />submittal of invoice in accordance with Section 6 (Compensation), City shall pay the <br />Phase 2 fixed fee of $25,332. <br />ATTY/AGR.2024.173/Berry, Dunn, McNeil & Parker, LLC (PRCS Department Assessment) (Page 13 of 16)
