REV: 09-26-24 VR <br />Phase 3: Organization and Operations Assessment and Comparative Analysis. <br />Phase 3 includes two on-site visits for the park maintenance & operations assessment <br />and the task assessment and organizational structure. <br />3.1 Conduct a performance evaluation <br />Consultant will provide objective analyses, findings, and conclusions to assist with <br />improving performance and operations, ensuring equity, promoting a culture of high <br />performance, and enhancing accountability and transparency. This will include an <br />assessment of each division, including but not limited to programming and park <br />maintenance and facilities operations. Assess the City’s maintenance capacity, <br />synergies, efficiencies, growth areas, and other important characteristics that can be <br />enhanced or improved. Look specifically at staffing needs, capacity and efficiencies <br />compared to assessments from other jurisdictions to identify opportunities for <br />strengthening future service development and delivery and, ultimately, quality of service <br />and community impact. <br />Assess the general organizational performance of the department to look for potential <br />efficiencies, including an analysis of current City policies, procedures, processes, and <br />business planning efforts. Analyze available previous planning efforts, historical <br />perspective of parks, recreation, trails, and open space in the community, customer <br />satisfaction, retention, and other performance indicators. This process will help to ensure <br />an efficient organization of City resources. <br />3.2 Benchmarking. <br />Consultant will work with staff to develop criteria for identifying cities and propose three <br />cities for a comparative analysis that are of similar size and of similar characteristics, <br />including, but not limited to, geography, population, economics, development, and service <br />delivery profile. <br />Upon satisfactory completion of Deliverable 3, Organization and Operations Assessment <br />Memorandum, and submittal of invoice in accordance with Section 6 (Compensation), <br />City shall pay the Phase 3 fixed fee of $22,681. <br />Phase 4: Findings and Recommendations <br /> <br />Formulate recommendations for the PRCS Department and its divisions, including <br />programs, functions, and inter-departmental communications, that support community <br />needs and the City’s Strategic Priorities. <br />4.1 Key Findings Matrix. <br />During the findings phase, compile a key findings analysis matrix, identifying focus areas <br />from the various tools and methodologies used to collect information.
