Findings and Statements Required by the California Environmental Quality Act <br />Focused General Plan Update 20 <br />Final Environmental Impact Report January 2023 <br />Impact NOISE-2: The proposed Project would not result in generation of a substantial <br />permanent increase in ambient noise levels in excess of standards established in the local <br />general plan or noise ordinance, or applicable standards of other agencies. <br />Implementation of the Project could lead to increased vehicle traffic on the local roadway <br />system, and traffic-related noise levels could pose land use compatibility issues or result in a <br />substantial permanent increase in traffic-related noise levels throughout the Planning Area. Project <br />implementation could also involve increases in stationary noise and other sources of noise within <br />the Planning Area. However, the traffic noise modeling conducted for the Draft EIR indicates that <br />development facilitated by the Project would not substantially increase traffic volumes or traffic <br />noise levels along U.S. 101, El Camino Real, and Woodside Road. The traffic noise modeling <br />indicates that traffic noise levels could increase by more than one decibel on Veterans Boulevard, <br />Winslow Street, Brewster Avenue, and Chestnut Street. In addition, development facilitated by the <br />Project would be required to adhere to the State’s mandatory noise standards (California Building <br />Code, Section 1207.4), which would ensure residential and mixed-use structures within the <br />Planning Area meet or exceed the 45 dBA CNEL standard. <br />Development facilitated by the Project would increase residential and commercial <br />development within the Planning Area, including mixed use development, and noise from these <br />uses is generally short-term and intermittent. The City’s existing General Plan includes goals and <br />policies that minimize the impact of ambient and operational noise levels throughout the Planning <br />Area, and Redwood City Municipal Code Chapter 24 (Noise Regulation) establishes the City’s <br />standards related to noise. Thus, compliance with General Plan goals and policies and the <br />Municipal Code would ensure that future stationary noise sources from development facilitated by <br />the Project would not expose people to a substantial permanent increase in noise levels. Therefore, <br />this impact would be less than significant. (Draft EIR, pp. 4.13-28 to 4.13-40) <br />Impact NOISE-4: The proposed Project would not expose people residing or working in the <br />area to excessive noise levels due to location within the vicinity of a private airstrip or an <br />airport land use plan or, where such a plan has not been adopted, within two miles of a public <br />airport or public use airport. <br />The closest airport to the Planning Area is the San Carlos Airport. The Planning Area is <br />not located in any noise contour zone associated with this airport and therefore development <br />facilitated by the Project would not expose people residing or working in the Planning Area to <br />excessive airport-related noise levels. This impact would be less than significant. (Draft EIR, p. <br />4.13-44) <br />4.14. Population and Housing <br />Impact POP-1: The proposed Project would not induce substantial unplanned population <br />growth in an area, either directly (for example, by proposing new homes and businesses) or <br />indirectly (for example, through extension of road or other infrastructure). <br />Implementation of the proposed Project would result in a net increase of 11,277 dwelling <br />units and 23,616 residents within the Planning Area by 2040 (of which 7,003 dwelling units would <br />be facilitated by the Housing Element Update during the 6th Housing Cycle planning period).
