REV: 10-09-24 MI <br />reflect the capacity requirements of growth going forward and the amount of capacity <br />provided by the facilities. <br />Calculate Water and Recycled Water Capacity Charge <br />Consultant shall integrate the information compiled from Task 7b into a single model for <br />calculating the capacity fee for new connections. The model shall be built to identify the <br />impact of changing various key assumptions on the proposed capacity charge (i.e., <br />sensitivity analysis). Typical key assumptions include timing of buildout completion, <br />buildout capacity, including or excluding depreciation from the asset valuation, etc. <br />Deliverables: Consultant shall provide a capacity fee model. <br />Task 7c. Comparison of Water Capacity Fee with Neighboring Jurisdictions <br />Consultant shall prepare a fee comparison analysis to illustrate how the City’s current and <br />proposed capacity fees compare to neighboring jurisdictions. Consultant shall confirm <br />with City staff the jurisdictions to include. <br />Task 7d. Communicate Results <br />All deliverables shall be submitted to the City Engineer or their designee(s). <br />Project Status Meetings <br />Consultant shall provide status updates to City staff to communicate progress on tasks <br />and ensure alignment with staff direction and timing. During the kick-off meeting, <br />Consultant shall establish a day and time for standing one hour check-in calls with staff <br />every two weeks. These meetings are intended to obtain staff input and develop solutions <br />that will be accepted by City Council and the community. <br />Presentation to Utilities Sub-Committee <br />Using a City template, Consultant shall prepare a PowerPoint presentation of their <br />findings and recommendations for the City’s Utilities Sub-Committee, for review by City <br />staff. Consultant shall incorporate any feedback from City staff prior to presentation of the <br />final slides to the Utilities Sub-Committee. Consultant shall attend the meeting via video <br />conference to assist with answering questions. <br />Public Hearing Notice <br />Consultant shall draft a public hearing notice and incorporate any feedback after the <br />review of City staff. Following any final City comments, Consultant shall produce a final <br />notice in Word format. This notice will be separate from the notice prepared under Task <br />6h. The City will be responsible for printing and issuing all notices. <br />Capacity Fee Report <br />Consultant shall document the results of their analysis in a Capacity Fee Report, which <br />shall be provided for review in Word and/or Excel file formats to City staff. The <br />documentation shall explain how the methodology complies with the substantive <br />provisions of the relevant legislation, relevant court decisions, and other assumptions. <br />Consultant shall revise the Capacity Fee Report accordingly, based on input from City <br />ATTY/AGR.2024/Amend.
