REV: 10-09-24 MI <br />•Monthly invoices <br />•Schedule updates <br />•Quality control review <br />Task 7 – Phase 2 of Water and Recycled Water Capacity Fee Study <br />City Project Manager: City Engineer or Designee(s) <br />Task 7a. Kickoff Meeting <br />Consultant shall facilitate a virtual kickoff meeting with City staff to introduce participants <br />and identify their project roles and expectations. The purpose of this meeting is to lay the <br />foundation for the calculation of current, and potential, development fees related to new <br />water and recycled water connections. <br />Deliverables: Consultant shall provide: <br />•A data request list ahead of the meeting for the purposes of discussion <br />•Meeting notes <br />Task 7b. Development Fee Calculations <br />Compile Capital Improvement Data <br />Consultant shall compile the data identified in Task 7a. Consultant shall assist City staff <br />with focusing on best available data. Consultant shall also determine how to compensate <br />for the lack of data, if any, including assumptions that may be needed to bridge gaps in <br />data. Consultant shall collect and review data from other City sources on existing <br />infrastructure, which should identify capacity, book value, acquisition date, location, and <br />service life. <br />Determine Value of System Capacity <br />Consultant shall value existing water and recycled water infrastructure taking into <br />consideration the following: <br />•Recovery of costs borne by rate payers to maintain reliability of the existing <br />system. Replacement cost including and excluding depreciation. <br />•Retired and outstanding debt service. <br />•Debt-funded facilities with outstanding debt service. <br />•Recovery of costs borne by developers to provide capacity for growth, if any. <br />•Construction work in progress and capital reserves. <br />Consultant shall also review future facilities in the City’s water and recycled water capital <br />programs to determine the portions that are related to existing and future customers. <br />Determine Units of Capacity <br />Consultant shall determine the units of capacity per connection by equivalent meter units <br />for water connections.
