A case development process, <br />involving contacts with both/all involved parties, is initiated by PCRC and during <br />that process; a resolution of concerns is achieved. <br />3)Mediation: Mediation through PCRC involves a face-to-face meeting between <br />disputing parties who call PCRC directly or are referred by city staff or community <br />agencies. With the assistance of a panel of trained volunteer mediators, parties <br />work through a non-adversarial problem solving process and attempt to develop a <br />mutually acceptable resolution to the issues of concern. There is a two-fold focus: <br />development of a satisfying and durable agreement and the preservation of an <br />effective relationship in situations where the parties will continue to be in contact <br />with each other. <br />C. Recruitment and Training of Community Volunteers: <br />PCRC will develop and maintain a pool of trained volunteer mediators, case <br />developers and facilitators to serve the conflict resolution needs of the community. <br />As a result, a number of community members will become skillful in the interest <br />based approach to conflict resolution. <br />II. Community Building and Civic Engagement - $24,000 <br />For services A and B below, PCRC will provide the following types of assistance as <br />needed: <br />• Situation analysis <br />• Analysis of stakeholders and possible interests <br />• Strategy on public input process design and meeting format <br />• Development of supporting materials: agendas, comment cards, registration forms, etc. <br />• Process and meeting facilitation and/or facilitation coaching for staff facilitators <br />• Performance of follow-up items such as compiling small group notes, capturing <br />registrations and following up on next steps <br />A. Addressing City Department Community Issues <br />8 sessions annually. PCRC will provide assistance, as needed, to departments <br />related to neighborhood issues, workshops, significant development projects, and <br />strategic planning efforts. This effort may include strategy development, technical <br />assistance, material preparation, and assistance in the review of presentations <br />(when needed), workshop staffing and follow-up. Services for such projects are <br />offered based on the need of the project and the staff. <br />B. Internal Staff Development <br />6 Sessions Annually. PCRC will provide a customized training or strategic <br />planning/strategic capacity building opportunities and technical assistance for <br />supervisory personnel, public contact employees and department managers on a <br />topic that may include theory and practice of interest-based conflict management, <br />public engagement, dealing with challenging behaviors, relationship building <br />methods, outreach strategies and other facilitative designs and processes. <br />C. Resident Capacity Building and Staff Consultation <br />Continue to offer consultation regarding liaison program and neighborhood <br />association to support for continuity from previous liaison program work.
