Page 2 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Section 2.67.4 (D) in Chapter 2 of Article VII of the City’s Municipal Code authorizes the City Manager, <br />upon finding that there exists an emergency situation, to enter into emergency Public Works Projects and <br />make emergency purchases of goods, materials, equipment, supplies or services, provided that such <br />emergency procurements shall be made with such competition as is reasonably practicable under the <br />circumstances. "“Emergency procurement" means public works projects or the purchase of goods, <br />materials, equipment, supplies or support services that are required to remedy a situation where the <br />health, safety, welfare or quality of welfare of the public or public property is endangered or severely <br />reduced if (1) immediate corrective or preventive action is not taken, (2) the emergency will not permit a <br />delay resulting from a Competitive Bidding Process, and (3) that the action is necessary to respond to the <br />emergency. The City Manager shall report to the City Council any emergency public works project or <br />purchase made and the basis therefor at the next City Council meeting following such action. <br />Given the critical need to maintain unobstructed access to the building and safety for the public and <br />personnel working within the City facility, staff determined that an emergency situation existed because <br />the welfare or quality of welfare of the public and public property would be endangered if immediate <br />corrective action was not taken, and the current conditions would not permit the delay resulting from a <br />competitive bidding process and the proposed repairs were necessary to respond to the emergency. Staff <br />subsequently requested and received emergency authorization from the City Manager to proceed with <br />facilitating the necessary replacement as soon as possible. <br />The image below depicts the general location of the project. <br />6.F. - Page 2 of 4 <br />176
