Page 4 of 9 <br />6.H.Resolution authorizing the submission of a funding application for the Bay Road <br />Complete Street Rehabilitation Project – One Bay Area Grant 3 (OBAG 3) <br />Program <br />Recommendation: <br />Adopt a resolution authorizing the filing of an application for $3,806,790 in <br />funding assigned to the Metropolitan Transportation Commission and <br />committing any necessary matching funds and stating assurance to complete the <br />project. <br />CEQA: <br />Actions associated with adopting a resolution of support and accepting funding <br />do not constitute a project pursuant to the California Environmental Quality Act <br />guidelines section 15378(b)(4). Future construction of the project will be <br />categorically exempt from the requirements of CEQA pursuant to CEQA <br />Guidelines Section 15301(c), Class 1 (“Existing Facilities”) for the repair and <br />maintenance of existing highways and streets with negligible or no expansion of <br />an existing use. As it is required for the federally funded projects, this project is <br />subject to the National Environmental Policy Act (NEPA). NEPA documents will be <br />prepared and submitted to Caltrans at the 65% design stage. <br />6.I.Tentative Agreement for a Successor Memorandum of Understanding (MOU) <br />between City of Redwood City and the bargaining unit represented by the <br />Redwood City Police Officers’ Association (RCPOA) Amendments to the City’s <br />Classification and Salary and Wage Plan, and Fiscal Year 2024-25 Budget <br />Amendment due to increased salary and benefit costs <br />Recommendation: <br />1. By motion, approve Tentative Agreement relative to wages, hours, and other <br />terms and conditions of employment for employees represented by the RCPOA, <br />for the period of August 26, 2024 through August 29, 2027; <br />2. Adopt a resolution amending the City’s Classification and Salary and Wage Plan <br />for classifications represented by RCPOA and unrepresented Police Officer <br />Trainee classification; and <br />3. Adopt a resolution approving an appropriation amendment to the FY 2024- <br />2025 general fund budget to increase expenditures in the amount of $705,000 <br />for increased salary and benefit costs related to the RCPOA Successor <br />Memorandum of Understanding and unrepresented Police Officer Trainee <br />classification that begin in FY 2024-25. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />4
