The project was advertised in the
San Mateo Daily Journal on October 30, 2024 and November 6, 2024, and posted on the City’s website.
The City received the following seven bids and conducted the bid opening via Zoom on December 4, 2024:
Table 2: Bid Amounts
Bidder Bid Amount
Granite Rock Company $1,112,885
G. Bortolotto & Co. $1,123,515
Radius Earthwork, Inc. $1,164,257
O’Grady Paving $1,190,180
JV Lucas Paving $1,193,635
Interstate Grading & Paving, Inc. $1,251,610
DeSilva Gates Construction $1,328,328
Engineer’s Estimate $1,650,000
The low bid of $1,112,885 was submitted by Granite Rock Company of San Jose and is 33 percent lower
than the engineer’s estimate. The bid received contained a mathematical error on the bid form. However,
after reviewing the available information, staff deemed the mathematical error to be a minor bid
irregularity and immaterial to the determination of the apparent low bidder. Staff finds Granite Rock
Company to be responsive and responsible. The City Council may, at its discretion, waive minor bid
irregularities that are immaterial. Staff recommends awarding the contract to Granite Rock Company with
an additional 10 percent contingency.
6.D. - Page 3 of 6
65
