I have also been a consultant to the biotechnology industry for over 20 years and
have a strong understanding of the needs of this industry. Unfortunately, I am unable to attend
tonight’s study session and would like my public comment entered to the record.

Looking at the Environmental Sensitivity Analysis, mitigation will be required for impacts to air
quality, biology, geology, hazardous materials, noise, and hydrology. The impact to wildlife and
runoff is significant. Also of note is the building of a project of this size upon capped landfill.

The Transportation Sensitivity Analysis shows that there will be an impact in Vehicle Miles
Traveled including adverse effect on 6 intersections, with improvements needed in 4
intersections. Improvements to infrastructure will be required as highlighted in the Existing
Conditions and Sensitivity Analysis (Wet Utility Infrastructure).

In addition to community concerns now supported by these studies, there are currently many
vacant commercial biotechnology properties in the Bay Area, including nearby cities, and this
project has the potential to either be left partially complete or if completed, the buildings
could remain vacant for an extended period.

Although the proposed alternative project designs have resulted in smaller overall size,
increased setbacks, and fewer parking spaces, there are still outstanding issues that have not
been addressed. The overall size of even the alternative proposed projects is simply too large
for Redwood Shores.

Thank you Mayor, Vice Mayor, Council Members, and Planning Commission Members for your
consideration.

Steven Wong
