11 <br />III. BARRIER DESIGN REQUIREMENTS <br />The appropriate height and scale of the barrier <br />between a Parklet or Sidewalk Cafe and the <br />adjacent public realm will vary depending on <br />local context. For example, barriers with a <br />continuous edge may be more appropriate <br />on Roadways with busy vehicular traffic; <br />however, barriers with openings, breaks, gaps, <br />and transparency are more appropriate on <br />Pedestrian Streets. In some locations, barriers <br />may not be necessary at all. There are example <br />photos of preferred and discouraged barrier <br />designs in Section 8. <br />In all cases where proposed, barriers must <br />allow for visual and, where possible, physical <br />connections with the surrounding public realm. <br />They must permit views into and out of the <br />Parklet and between the street and sidewalk. <br />Non-solid barriers that include openings are <br />highly preferred and encouraged; these include <br />barriers with spaced railings, punched openings, <br />or other methods to facilitate visual permeability. <br />See photos in Section 8 for examples. <br />The following standards and guidelines apply <br />to Parklets and Sidewalk Cafes in all locations, <br />but for additional requirements for Parklets <br />on Roadways and Pedestrian Street Parklets <br />& Sidewalk Cafes, see Sections 4B and 4C, <br />respectively. <br />1 Barriers shall not be bolted or affixed <br />in any way to the Roadway or any <br />structure (other than a Parklet platform, <br />where provided), including, but not limited <br />to, sidewalks, curbs, buildings, fire hydrants, <br />street trees, streetlights, parking meters, or <br />traffic poles. <br />2 Barriers, which may include flower boxes <br />or planters, shall not exceed 36 inches <br />measured from the bottom of the curb (if <br />the Parklet or Sidewalk Cafe is located in the <br />Vehicular Zone) or from the sidewalk (if the <br />Parklet or Sidewalk Cafe is located in the <br />Pedestrian Zone) to the top of the barrier. The <br />maximum combined height with live plants at <br />full growth shall not exceed 48 inches (4 feet). <br />3 A Parklet or Sidewalk Cafe may include a <br />limited number of live plants that exceed the <br />48-inch height limit if: <br />a. They are in pots not exceeding 24 inches <br />in height <br />b. They are only used to highlight Parklet <br />or Sidewalk Cafe entrances or corners <br />(maximum 4 per Parklet or Sidewalk Cafe) <br />c. They are maintained for fire and visibility <br />clearances. <br />4 Barriers shall not block the view of traffic <br />control devices such as traffic signs, traffic <br />signals, and other traffic warning devices. <br />Planters and plants are subject to vision <br />triangle restrictions (See Diagram 3), where <br />the combined max height of the planter and <br />the live plants is 36 inches (3 feet). <br />5 Flower boxes or planters shall be made of <br />safe, durable, and attractive material such as <br />wood, steel (or other metal), terracotta, and <br />ceramic. <br />6 All planters and planting areas must contain <br />live plants with foliage year-round. Drought- <br />tolerant and native California plants are <br />highly preferred. The Applicant shall be <br />responsible for maintenance of plantings <br />and the prompt replacement of unhealthy <br />plants or removal of empty planting areas. <br />7 If non-solid railings are used, openings <br />in rails shall prevent passage of a 4-inch <br />sphere. <br />8 Wind barriers are not allowed unless <br />connected to an Overhead Structure (as <br />described in Section 5). <br />9 Parklets and Sidewalk Cafes located in the <br />Vehicular Zone shall maintain the entrance <br />of the Parklet or Sidewalk Cafe closest to the <br />Pedestrian Zone unobstructed by barriers, <br />planters, or other fixed features. <br />10 For Applicants serving alcohol, the Parklet <br />or Sidewalk Cafe shall have a barrier in <br />compliance with the Applicant’s ABC license. <br />11 Sidewalk Cafe barriers shall be limited to <br />planters, bollards, stanchions, or other low- <br />profile barriers. <br />ATTY/RESO.0017/CC RESO OUTDOOR BUSINESS ACTIVITY PROGRAM GUIDELINES - EXHIBIT A <br />REV: 03-03-25 JB <br /> <br />Page 14 of 34
