<br /> <br /> <br />5 <br /> <br /> Make child care centers with more than 60 children an allowed use by right in all mixed- <br />use zoning districts; <br /> Exempt child care centers located within mixed use developments of at least 50,000 gross <br />square feet of area that are open to the public from FAR calcula Ɵons in all mixed use <br />zoning districts; <br /> Allow residenƟal uses in mixed use developments to apply open space required for child <br />care centers toward their residenƟal open space requirements within specified design and <br />operaƟonal condiƟons in the Mixed-Use Corridor and Mixed-Use Neighborhood zoning <br />districts. <br />Additionally, the City Council adopted a resolution exempting child care facilities from Parks and <br />Transportation Impact Fees. <br /> <br />The intent of these amendments is to support the development of child care facilities by <br />expanding where they are permitted by right and by creating flexibility in the Zoning Code that <br />incentivizes their inclusion in new residential developments and to eliminate financial barriers. <br /> <br />General Plan Amendments and Implementation Actions Planned or <br />Underway <br />The following Elements of the General Plan and two of the City’s Precise Plans are in the process <br />of being amended or replaced in 2025/2026. Details on each of the planned updates are included <br />in this section. <br /> <br />Built Environment Element <br />Historic Resources Chapter <br />Pursuant to Goal BE-38 of the Built Environment Element, which is to “protect, preserve, restore, <br />rehabilitate, and/or enhance historic resources,” in 2025 the City will initiate updates to the <br />Historic Preservation Ordinance and to the General Plan policies related to historic resources. <br /> <br />Circulation Chapter <br />In 2025, the City will be updating the Circulation Chapter to improve pedestrian safety, bicycle <br />circulation, including code updates on bicycle parking; and enhance access to public transit. <br />These projects will implement goals and polices withing the Circulation Chapter as listed: BE-25.1, <br />BE-25.4, BE-26.4, BE-26.5, BE-26.16, BE-26.22, BE-29.1, and BE-31.1 <br />Pedestrian Safety: <br /> Implement a pedestrian safety improvement project, a vision Zero grant funded <br />project at the intersecƟon of James Avenue and El Camino Real. <br /> Construct school crossing enhancements, adding pedestrian beacons around <br />three schools in Spring 2025. <br /> Finalize the Jefferson Street traffic safety improvement plan. <br />6.A. - Page 49 of 52 <br />58
