Pre-Construction - Prior to building permit issuance, the Applicant schedule a pre- <br />construction meeting with Engineering, Building, Fire, and Planning staff to discuss <br />the inspection process and requirements for construction and site work. The <br />Applicant shall arrange for the attendance of the Applicant, developer, construction <br />manager, contractor, and all subcontractors who are responsible for grading and <br />erosion and sedimentation protection controls. <br />77. Changes to Meet Code. Modifications to the approved plans shall require Planning review <br />and approval prior to building permit issuance. Minor project modifications required to <br />meet building, fire, and safety codes at time of building permit plan check may be allowed, <br />at the City’s discretion. Substantial modification of approved plans, as determined by the <br />Zoning Administrator, may be subject to an amendment or a new Permit. [COA] <br />[PLANNING] <br />78. Materials Mock-Up – Prior to final foundation inspection, the Applicant shall prepare a <br />mock-up that is outdoors, readily accessible, and will remain intact until the project has <br />reached substantial completion. The mock-up should include all project colors and <br />materials, windows for the base and top, balconies, lighting, and architectural details, as <br />well as construction details, such as the weep screed, to understand how the design <br />addresses them. Then schedule a mock-up meeting with the Planning and Building <br />Departments for final review and approval of the project details. Submit an updated <br />colors and materials board or details if any changes are made as a result of the mock-up <br />meeting. [COA][PLANNING] <br />79. Certification Letters - Prior to final inspection, the Applicant shall submit certification <br />letters from the following architects verifying that the project, as constructed, complies <br />with approved plans. After the certification letter has been submitted, the project planner <br />will also confirm substantial compliance with the approved plans during the scheduled <br />final inspection. Project Landscape Architect verifying substantial conformance with the approved <br />landscape plan, including species, size, quantity, and location of the approved trees, <br />shrubs, and groundcover. It shall also verify landscape lighting, fencing, irrigation, <br />and other details as applicable. <br />b. Project Architect verifying substantial conformance with the approved elevations, <br />colors, materials, exterior light fixtures, and architectural details. <br />80. Construction Management and Staging - Prior to encroachment permit issuance, the <br />Applicant submit a construction parking management plan, which shall outline the <br />number of construction workers by phase, phase duration, where parking will be located <br />for each phase. Construction parking, material storage, equipment, or other <br />construction-related uses are not allowed within the City right of way without prior <br />approval from the City Engineer.
