Lane Closures - Traffic control for lane closures shall conform to the Work Area Traffic <br />Control Handbook. The Applicant shall submit street closures applications of traffic <br />control plans and approval in advance. [SDR][ENGINEERING] <br />82. Winterizing - If construction is not complete by the start of the wet season (October 1 <br />through April 30), the Applicant shall implement a winterization program to minimize the <br />potential for erosion and sedimentation. As appropriate to the site and status of <br />construction, winterization requirements shall include inspecting/maintaining/cleaning <br />all soil erosion and sedimentation controls prior to, during, and immediately after each <br />storm event; stabilizing disturbed soils through temporary or permanent seeding, <br />mulching, matting, tarping or other physical means; rocking unpaved vehicle access to <br />limit dispersion of much onto public right-of-way; and covering/tarping stored <br />construction materials, fuels, and other chemicals. Plans to include proposed measures <br />to prevent erosion and polluted runoff from all site conditions shall be submitted by the <br />Applicant for approval by the Engineering and Transportation Department prior to <br />beginning construction. As site conditions warrant, the City Engineer may direct the <br />Applicant to implement additional winterization requirements. [COA][ENGINEERING] <br />83. Grading – Grading shall be performed in accordance with the City’s Engineering <br />Standards. Soil or other construction materials shall not be stockpiled in the public right- <br />of-way. Submit cut/fill volumes (CY) for all soils to be imported to or exported from the <br />site. [SDR][ENGINEERING] <br />84. Compaction Testing / Settlement Monitoring - The Soils Engineer shall conduct <br />continuous site inspections during trenching and backfill operations at the Applicant’s <br />expense. The Soils Engineer shall take compaction tests and submit the results to <br />Engineering & Construction to demonstrate compliance with the City’s Engineering <br />Standards. [SDR][ENGINEERING] <br />85. Discovery of Human Remains - If human remains are encountered during ground <br />disturbing activities, the project contractor and/or on-site supervisor shall stop work <br />within 50 feet of the discovery. The project contractor shall immediately notify the <br />Coroner upon the discovery of any human remains. At the same time, a qualified <br />archaeologist, in coordination with the City Planning, Housing, and Economic <br />Development Department, shall assess the situation and consult with the appropriate <br />agencies. If the human remains are of Native American origin, the Coroner shall notify the <br />NAHC within 24 hours of this identification. The NAHC will identify a Most Likely <br />Descendant (MLD) to inspect the site and provide recommendations for the proper <br />treatment or disposition, with proper dignity, of the remains and any associated grave <br />goods. Upon completion of the assessment, the qualified archaeologist shall prepare a <br />report documenting the background to the finds and provide recommendations for the <br />treatment of the human remains and any associated cultural materials, as appropriate <br />and in coordination with the recommendations of the MLD. The report shall be submitted <br />to the Project Permittee, the City Planning Department, and the NWIC. Once the report
