When this requires additional pavement restoration, the City Engineer or designee <br />shall approve the preferred layout of pavement markings and any other elements such as <br />bicycle facilities, pedestrian facilities, complete street designs, etc. [SDR][ENGINEERING] <br /> <br />60. Reconstruction of Frontage Streets - The Applicant shall reconstruct streets and street <br />infrastructure per approved plans and in conformance with City standards and <br />specifications along James Avenue, Winklebleck Street, new Franklin Street, and El Camino <br />Real fronting the Project site to facilitate safe vehicle, bicycle, and pedestrian circulation to <br />and around the site. A final signage/striping plan shall be submitted to the City as a part of <br />the Building Permit submittal. Wherever possible, new sidewalks shall be designed and built <br />to preserve the existing street trees and related green infrastructure such as bioswales, <br />stacked pavement systems, or infiltration planters. Healthy existing street trees along the <br />frontage streets shall remain and shall be protected during construction. Existing roots <br />must be appropriately air spaded and exposed before removal. City Arborist/City Staff to <br />select, approve, and tag roots for supervised removal and preservation. <br />[SDR][ENGINEERING] <br />61. Parking Garage Ramps - The Project’s parking garage ramps shall meet the Design Criteria <br />of the Engineering Standards and consider safety and visibility of pedestrians to the <br />satisfaction of the City Engineer. Access controls shall be designed and placed in such a way <br />that vehicles do not block the public sidewalk or queue in the public right-of-way. The <br />access control system shall be delineated in the building permit submittal. Person doors <br />with panic hardware and alarms shall be installed at or adjacent to gates between private <br />and public parking to allow the safest emergency egress path of travel. <br />[SDR][ENGINEERING] <br />62. Shoring for Excavations – No tiebacks shall extend into the public right of way or onto <br />adjacent properties without the written agreement of the City and/or private property <br />Applicant. Any tie-backs within the City’s right of way shall be de-tensioned prior to permit <br />sign-off and/or project acceptance. [COA] [ENGINEERING] <br />Fire and Safety <br />63. Construction Permits - Individual building and fire code permit reviews will be required on <br />all demolitions, remodels, tenant improvements, and new construction in accordance with <br />the legally adopted codes and standards in place at the time of building permit application. <br />[FIRE] <br /> <br />64.
