When responding to these noise nuisance calls in the community Sergeants have made <br />the below excuses to various residents: <br /> <br />1. Regarding loud music Sergeants say this is a free country and people can play <br />loud music outdoors. They make the judgement at their own discretion and bias <br />and call the music normal when it is at a very high dBA. They do not know the <br />ordinance of the sound dBA in residential areas nor use a sound meter to check <br />the noise levels and don’t do anything. Blasted Loud music being played outdoor <br />through outdoor speakers 200 ft away was considered normal by Sergeants. <br /> <br />2. Regarding habitual barking dogs Sergeant says that's what dogs do, and it is <br />normal for dogs to habitually bark loud. It's ok for owners to leave their pets out in <br />yards barking for hours. Officers rarely show up to the scene a few hours later, <br />drive by without getting out of their cars and mark the complaint as not found. <br />They do not even speak or warn the irresponsible pet owners. Police do not want <br />to investigate the barking dogs so they don’t do anything. Police tell us to call the <br />Peninsula Humane Society but Peninsula Humane Society says Redwood City <br />has not paid them for investigating habitual barking dog’s complaints so they <br />don’t show up for animal cruelty either where dogs are left howling, barking and <br />crying for hours. Lots of owners have multiple barking dogs and they are left <br />unattended out in yards constantly barking at birds, squirrels and people walking <br />by on sidewalks. This is clearly not normal and happening because of lack of <br />police enforcement. Redwood city is full of barking dogs causing serious noise <br />nuisance which is a concern. <br /> <br />3. Sergeants do not want to handle any noise complaints. They are unaware of <br />citations they can issue such as infraction. They have written no citations for the <br />last few years. Police claim that the City has taken away their administrative <br />rights to write citations and they refuse to give infractions. Instead, they are <br />asking the Residents to file California Penal Code 415 PC citizen’s arrest as they <br />don’t want to give any citations or warnings for noise nuisance. They want us to <br />move straight to a citizen’s arrest creating a more dangerous situation which <br />could have been resolved by warnings and simple citations like infraction as the <br />city ordinance states.
