Dispatchers place non-emergency callers on very long holds, refuse to connect to an <br />on-duty Commander or share their contacts. Noise nuisance calls are their low priority <br />and they say there are no officers available. Officers are rarely dispatched and when <br />they are, it is after a few hours. Dispatchers have stated to the callers they would not <br />call the Police for Loud music or Barking dogs which is contradicting what the city says <br />to do. <br /> <br />Dispatchers harass the caller when they call to check complaint status but it’s not the <br />caller’s fault, Dispatchers screen the callers and stop dispatching officers anymore for <br />the same recurring issue. Police Dispatch claims a high call volume, but residents have <br />to keep calling for the same ongoing and unresolved issues on a recurring basis. <br /> <br />Police are not enforcing any noise nuisance city codes and ordinances. They are not <br />doing the job that the city is claiming that they are doing. They say they must witness <br />the act, and a victim is required but they don’t come for hours, nor do they speak to the <br />violators, give verbal warnings or citations. Since they don’t warn nor issue citations <br />such issues are never resolved and are recurring. Police are not responding to <br />anonymous calls either making, excuses for the victim to be present when they can see <br />and hear for themselves the loud music and barking dogs. <br /> <br />Other residents have received threats from Detective Sergeant officers pounding on the <br />doors of the callers and threatening to issue arrest warrants if callers continue calling <br />police for these issues hence such issues are going unreported in the fear of Police <br />retaliating on callers. Police are instead making the caller feel like the criminal by drilling <br />them, not trusting the audio/video evidence and making excuses to not cite the violators <br />and do nothing to resolve the issues. Residents feel it's a waste of their time and effort <br />to call the Police for noise nuisance as they are condoning misconduct and promoting <br />the violators to conduct illegal misconduct behavior. Names of all the Sergeants, <br />Officers, Detectives, Dispatchers can be published on request. <br /> <br />City website states to call police for noise nuisance. The City has assigned Police for <br />residential noise nuisance and barking dogs noise nuisance; Police do not do anything <br />for these issues. City is avoiding designating and paying Peninsula Humane Society or <br />any to properly investigate animal noise nuisance which is a known serious problem. <br />City does not have an Animal control officer or investigator, has not listed animal noise <br />nuisance regulations, residential noise regulations, citations, fines and complaint <br />process on their website to stop and discourage the irresponsible pet owners from <br />allowing noisy pets barking or playing loud music.
