REV: 04-04-25 LR
Subtask 13.3 – Prepare Draft Pump Stations Condition Assessment Technical
Memorandum (TM)
The Consultant will compile the work conducted under this task into a Technical
Memorandum (TM) for use by the City. The efforts included in the development of the TM
include, but are not limited to the following:
Document existing conditions. This will take the form of representative photos and
brief descriptions.
Identify issues that require immediate attention (typically conditions where failure
may be imminent, or which represent an apparent risk to health and safety or
operators or the public). Issues will be given a numerical ranking based on the
criticality of the issue.
Estimate the remaining life of key pump station assets per site. This includes
pumps, valves, piping, blowers, odor control systems, electrical, etc. based on
year installed and/or existing condition. Support systems (e.g. seal water, gas
monitoring/life safety systems, or similar) will be assessed as systems rather than
individual components.
The TM will include a conceptual level remaining life assessment for assets.
Engineer’s Estimate of Probable Cost (planning level estimate, AACE International
Level 5) will be developed for issues, systems, or equipment with 10 years or less
years of remaining life. Detailed cost breakdown will not be prepared.
Deliver the Draft TM for City review.
One meeting to review and discuss City comments on the Draft TM.
Subtask 13.3 Deliverables:
Draft Pump Station Condition Assessment and Rehabilitation / Replacement TM
(Electronic files)
Meeting agenda and minutes
Subtask 13.3 Assumptions
No assessment of process/electrical capacity or expansion evaluation to meet increased
flow or more stringent permit requirements is included in the scope of work for this task.
The assessment results from all sixteen (16) pump stations (Redwood Shores and
Seaport/Pacific Shores) will be included in one TM, but the effort to complete the TM will
be separated by Subtask.
Equipment/system remaining life will be based on typical useful life for equipment in the
installed conditions and the assumed age of equipment/systems. Age of
equipment/systems will be calculated by one of the following methods depending on
available data:
o Assume that equipment dates to the most recent record drawings that included the
equipment.
o Specific installation year or timeframe if known by City staff.
ATTY/AGR.2025/Amend.
