Annual Action Plan <br /> <br />5 <br />OMB Control No: 2506-0117 (exp. 09/30/2021) <br />Goal 3 - Special Needs Housing: Promote, encourage, and assist in the development and <br />preservation of housing that meets the needs of special needs communities (e.g., <br />persons experiencing homelessness, persons living with disabilities, seniors, Veterans, <br />etc.) <br /> <br />Priority: Supporting Persons Experiencing Homelessness - Making homelessness short, rare <br />and non-reoccurring by supporting the work of emergency shelters and funding other basic <br />needs. <br /> <br />Goal 4 - Homeless Services: Provide high-quality, professional services in all temporary <br />shelters and comprehensive outreach services designed to directly connect individuals <br />to all appropriate housing and services. <br /> <br />Priority: Sustain or Expand Human Services - Sustain or expand the high level of basic human <br />needs services for extremely low-, very low-, low- and moderate-income persons and <br />households including but not limited to childcare, mental health and substance abuse services. <br /> <br />Goal 5 - Basic Human Needs Services: Funds will be used to support services and <br />activities that address basic human needs. <br /> <br />Priority: Improve Public Facilities & Infrastructure - Improve public and community facilities, <br />including but not limited to increasing accessibility, improving safety, and addressing climate <br />change. <br /> <br />Goal 6 - Public Facilities & Infrastructure: Funds will be used to support activities that <br />create, expand or improve public facilities and infrastructure. <br /> <br />Priority: Support Economic Development Opportunities - Provide support for programs and <br />activities that create and preserve job opportunities, as well as reduce barriers to job <br />opportunities for lower income Redwood City residents. <br /> <br />Goal 7 - Economic Development: Support entrepreneurship programs and businesses, <br />targeting businesses owned by minority populations. <br /> <br />Priority: General Administration, including serving as a Champion of Fair Housing and <br />Improving Coordination - Redwood City supports and promotes a diverse community of unique <br />neighborhoods where all residents are included and valued, no group is privileged above any <br />other group, and all have opportunity to live in neighborhoods of their choosing. <br />7.A. - Page 13 of 189 <br />217
