Page 4 of 9 <br />1. Execute the contract documents for the Veterans Boulevard Sanitary Sewer <br />Replacement Project – Phase 3; <br />2. Reject the non-responsible apparent low bid of $4,261,570 from JMB <br />Construction, Inc.; <br />3. Award the standard form construction contract to the second lowest <br />responsible bidder, SubTerra Construction, Inc., for their responsive and <br />responsible bid of $4,375,600; and <br />4. Increase the contract amount, if necessary, up to 10 percent of the amount <br />awarded, for a total amount not to exceed $4,813,160. <br />CEQA: <br />Categorically Exempt - Class 2. Replacement or reconstruction <br />6.G.Award Assessment, Fabrication, and Installation of Certified Trash Capture <br />Devices Project to United Storm Water, Inc. in the amount of $280,209; and <br />authorize the City Manager or their designee to increase the contract amount, <br />if necessary, up to 20% of the amount awarded in an amount not to exceed <br />$56,042 for a total amount of $336,251 <br />Recommendation: <br />By motion, approve and authorize the City Manager to execute the contract <br />documents and award the standard form contract for the Assessment, <br />Fabrication, and Installation of Certified Trash Capture Devices Project to United <br />Storm Water, Inc. of City of Industry, CA for their responsive and responsible low <br />total bid of $280,209; and authorize the City Manager or their designee to <br />increase the contract amount, if necessary, up to 20% of the amount awarded in <br />an amount not to exceed $56,042 for a total amount of $336,251. <br />CEQA: <br />Categorically Exempt - Class 2. Replacement or reconstruction <br />6.H.Appointment of former Mayor Barbara Pierce to the Bay Area Water Supply <br />and Conservation Agency Board of Directors and San Francisco Bay Area <br />Regional Water System Financing Authority <br />Recommendation: <br />By motion approve the appointment of former Mayor Barbara Pierce to the Bay <br />Area Water Supply and Conservation Agency Board of Directors and San <br />Francisco Bay Area Regional Water System Financing Authority to serve a 4-year <br />term effective July 1, 2025, through June 30, 2029. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />4
