REV: 05-27-25 LF <br />preparedness, and enhance their ability to quickly respond to and recover from disruptive <br />events. <br />Consultant shall provide the following deliverables for Task 3: <br />•Kickoff Meeting Presentation <br />•Draft Emergency Response Plan <br />•Response to Comments <br />•Final Emergency Response Plan <br />•Assist with EPA Certification <br />TASK 4 – EMERGENCY RESPONSE TRAINING <br />4.1 Develop Exercise Scenario and Materials <br />Consultant shall provide hands-on staff training to assess ERP functionality and ensure <br />preparedness. This training will: <br />•Follow DHS Homeland Security Exercise and Evaluation Program (HSEEP) best <br />practices to ensure effectiveness. <br />•Engage key stakeholders to foster a collaborative approach to emergency <br />preparedness. <br />•Include a Hot Wash debrief session immediately after the training and exercise. <br />The outcomes of this training will inform: <br />•Procedural refinements based on identified gaps or issues. <br />•Additional training needs for staff to address deficiencies. <br />•Recommendations for policy updates to improve response protocols. <br />4.2 Conduct Training and Tabletop Exercise (TTX) <br />Consultant shall facilitate a TTX to test and refine the ERP’s functionality. This exercise <br />will: <br />•Ensure active participation from key stakeholders, including utility staff, and local <br />agencies. <br />•Adhere to HSEEP best practices for exercise design, execution, and evaluation. <br />•Include a Hot Wash debrief session immediately following the exercise to gather <br />feedback on ERP performance and areas for improvement. <br />4.3 Prepare After-Action Report <br />Consultant shall facilitate an after-action discussion that occurs immediately following the <br />exercise to capture real-time feedback from participants. The outcomes of the hotwash <br />are used to refine procedures, enhance preparedness, and ensure continuous <br />improvement in response capabilities.
