Page 2 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />BACKGROUND <br />The City’s Engineering and Transportation Department (E&T) delivers and manages infrastructure projects <br />within the City’s storm water system, sanitary sewer system, potable and recycled water systems, roads, <br />and bridges. Many of these projects include an environmental compliance component that requires <br />specialized professional environmental services. Since staff do not hold the necessary certifications or <br />licenses to perform these services, the City engages qualified consultants by issuing a request for <br />proposals (RFP) and executing a consultant agreement for each project. <br />E&T maintains on-call consultant contracts to supplement staffing and provide specialized services not <br />typically conducted in-house. Current on-call contracts support staff on projects related to transportation, <br />civil engineering design, structural engineering, geotechnical engineering, and materials testing. However, <br />existing on-call consulting contracts do not cover professional environmental services. While the <br />Community Development Department has on-call contracts for environmental services related to <br />California Environmental Quality Act (CEQA) review, E&T requires additional environmental services that <br />go beyond the scope of CEQA review. The types of services needed by E&T include the following: <br />Compliance with applicable Federal, State and local environmental laws and regulations, including <br />permit process, pre-construction environmental training, and monitoring <br />Compliance with applicable regulations related to the California Air Resources Board (CARB), <br />primarily for asbestos containing materials <br />Preparation of comprehensive environmental assessments for compliance related to CEQA, <br />National Environmental Policy Act (NEPA), and other regulations established by the U.S. Army <br />Corps of Engineers, California Department of Transportation (Caltrans), Regional Water Quality <br />Control Boards, and other environmental agencies <br />Assistance with environmental matters related to projects funded by State and Federal agencies <br />grants. For example: Preparation of Initial Studies, Negative Declarations, Mitigated Negative <br />Declarations, Mitigations Monitoring Plans, Early Consultations, Notices of Intent, and Notices of <br />Determination <br />Review of civil engineering plans for new or rehabilitated sewer facilities and provide <br />environmental engineering recommendations. <br />Examples of upcoming projects that require environmental services include, but are not limited to: <br />Creek wall rehabilitation <br />Stormwater and potable water master planning <br />Sewer and storm drain pump station assessment and design <br />Groundwater and recycled water development <br />Development review <br />Parking studies, and transportation related projects. <br />On-call contracts allow staff to quickly and efficiently bring consultant assistance for individual projects <br />under the umbrella of pre-existing contract terms and costs using task orders for specific needs. This <br />minimizes lead times in procurement, negotiation, and agreement execution while maintaining a <br />competitive pricing process and locked-in cost rates. <br />6.A. - Page 2 of 55 <br />10
