In anticipation of a high <br />volume of complex projects requiring environmental compliance, E&T issued a Request for Statement of <br />Qualifications (RFSOQ) in March 2025 to identify qualified providers of environmental professional <br />services. <br />Nine firms expressed interest by submitting a letter of intent following the advertisement for the RFSOQ. <br />The following five firms submitted responses: Moore Iacofano Goltsman Inc., David J. Powers and <br />Associates Inc., LSA Associates Inc., Montrose Environmental Solutions Inc., and PlaceWorks. <br />The five proposals were received, comprehensively reviewed, and ranked following the criteria specified <br />in the RFSOQ: <br />Thoroughness and understanding of the tasks to be completed <br />Experience performing the services described in the scope of services <br />Staff expertise and overall experience of personnel assigned to the work <br />Availability and staffing to complete the work within the specified timeline <br />Responsiveness to requirements of the proposed services <br />Review of references <br />Cost of services. <br />The final rankings are shown in Table 1, below. <br />Table 1. Powers & Associates, Inc., LSA Associates, Inc., Montrose Environmental Solutions Inc., and Moore <br />Iacofano Goltsman Inc. (MIG). Although MIG’s proposal affirmed acceptance of the City’s standard <br />contract terms, the firm raised objections to various contract terms when staff notified them of next steps <br />in this process. Discussions with Moore Iacofano Goltsman, Inc. did not resolve these concerns and <br />negotiations have ceased with no agreement reached. Accordingly, staff recommend that the City Council <br />approve the execution of the agreements with the following three consultants: David J. Powers & <br />Associates, Inc., LSA Associates, Inc., and Montrose Environmental Solutions, Inc. <br />Once the contracts are executed, staff would request these firms provide a scope and budget based on <br />the requirements for a particular project.
