Page 2 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Following comprehensive research, the City’s chosen approach involved a combination of software solutions: <br />HdL software and services for business license tax and transient occupancy tax management <br />OpenGov software for budgeting, performance, and citizen engagement <br />Truepoint Solutions’ TrueBill software for utility billing <br />CherryRoad Technologies (CRT) for integration services centered on implementation and support of Oracle <br />Fusion Cloud Financials and Human Capital Management (HCM), CoreBT Cashiering, and ADP tax-reporting <br />solutions <br />• Phase 1: Financials <br />• Phase 2: HCM/Payroll <br />• Phase 3: Extended HCM <br />Previous Amendments <br />On May 20, 2019, City Council approved and authorized the City Manager to execute an agreement with CRT for the <br />implementation and support of Oracle Fusion Cloud Financials, Human Capital Management cloud software suite, and <br />licenses for associated third-party tools for a contract amount of $4,889,068; and authorized the City Manager to <br />increase the contract amount, if necessary, for additional support and services, up to 10% of the agreement amount, <br />for a total not to exceed $5,377,975, for a five-year term. The agreement consists of implementation services in the <br />amount of $2,568,806, third-party tools/services (CoreBT Cashiering and ADP tax reporting solutions) in the amount <br />of $342,692, and a flat five-year Oracle licensing agreement in the amount of $1,977,570. On May 29, 2019, the <br />agreement with CRT was executed. <br />In May 2020, the COVID-19 pandemic severely impacted the availability of critical City staff from Finance, Human <br />Resources (HR), Information Technology (IT), and other departments required to meet the originally proposed July <br />2020 Finance and January 2021 HCM/Payroll go live dates; referred to as phase 1 and phase 2, respectively. CRT <br />continued work for Redwood City through the pandemic, configuring the system as had been previously agreed to <br />with City staff prior to the pandemic. <br />On June 11, 2020, Amendment No. 1 (titled Change Order No. 1) was executed, postponing the original go-live dates <br />until a time when City staff could resume working on the project at the necessary levels. <br />On April 12, 2021, Amendment No. 2 to the agreement with CRT was executed, extending the go-live dates for the <br />implementation and support of the Oracle Fusion Cloud Financials and Human Capital Management software suite. <br />On June 23, 2023, Amendment No. 3 was executed to effectuate Change Order No. 4 and Change Order No. 5 that <br />reduced the scope of implementation by eliminating Phase 3 Extended HCM and increasing support service hours for <br />the overall Oracle ERP/HCM system. Funding previously allocated for Phase 3 was applied towards the new service <br />hours, so there was not change in contract amount.
