In implementing the PACE program, PAL Center hired staff to organize the on-the-ground <br />activities and relationship building with transition-aged youth aged 12-24. Multiple City departments and <br />Redwood City Together supported PAL Center staff in this endeavor: Redwood City Together staff <br />provided in-kind grant raising and operational support; the Inclusion, Diversity, Equity, Accessibility and <br />Leadership (IDEAL) team in the City Manager’s Office provided strategic guidance; the Redwood City <br />Parks, Recreation, and Community Services (PRCS) and Library Departments offered collaborative and <br />supportive youth programming; and Redwood City Police Department (RCPD) and Fire Department <br />personnel helped coordinate and participate in youth events. <br />In November 2024, the City Council approved a seven month and fifteen day amendment to the original <br />agreement, with a new expiration date of June 30, 2025. While PAL Center has sought but not secured <br />additional grant revenue since that date, PAL Center has spent less money implementing the program <br />than anticipated, resulting in a remaining budget for PACE activities of $177,155 as of March 30, 2025. <br />The City has sufficient funding for a fourth amendment to continue the current program through June 30, <br />2026, allowing for the delivery of services, early summer programs, and youth enrichment opportunities. <br />If additional unspent funds remain available, the contract will be further extended. <br />CONSULTANT AGREEMENT SUMMARY <br />Agreement/Amendment Time Period Covered Contract Amount <br />Original Agreement 9/15/2022 – 9/14/2023 $350,000 <br />Amendment No. 1 9/15/2023 – 6/15/2024 $325,000 <br />Amendment No. 2 6/16/2024 – 11/15/2024 $180,000 <br />Amendment No. 3 11/16/2024 – 6/30/2025 - <br />Proposed Amendment No. 4 7/1/2025 – 6/30/2026 - <br />Total to Date $855,000 <br />ANALYSIS <br />The first three years of the PACE Program have been successful, decreasing youth disturbances <br />downtown, and creating more youth amenities and opportunities such as PRCS programs; expanding Teen <br />Center hours; academies that provide internships; classes on life skills and job readiness training; and jobs <br />for transition-aged youth. In addition, the PACE program is consolidating social services for transition- <br />aged youth to navigate access to medical, mental health, housing, and food programs in their community, <br />including opportunities to give back and volunteer. <br />During the term of Amendment No. 3, the PACE program reached 219 unique youth through a variety of <br />events and opportunities, reflecting the program’s commitment to creating meaningful, impactful <br />experiences for local youth. Through a wide range of initiatives, PACE has continued to foster learning, <br />growth, and connection within the community.
