Page 4 of 7 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />ANALYSIS <br />The Project initially began in July 2021 and was originally estimated to be completed by July 2023, and the <br />City approved an extension to August 2023. However, Thompson Builders Corporation (TBC) has been <br />unable to maintain the project schedule and has repeatedly extended the expected completion date. The <br />City and TBC entered into a Project Extension Agreement in which TBC committed to substantial <br />completion of building construction by March 15, 2025. TBC failed to complete the project by that <br />deadline, and construction activities remain underway. <br /> <br />Due to ongoing delays, the City needs to amend the agreements with ELS as the Construction <br />Administrator, and with Gilbane as Project Manager, to extend their services. In the City’s Project <br />Extension Agreement with TBC, TBC is responsible for the City’s consultant and project management <br />expenses after February 28, 2025. <br /> <br />Construction Administration refers to the duties performed by architects during the construction phase <br />of a project to ensure the project is being built according to the approved plans, specifications, and <br />contract documents. It serves to maintain the design intent, ensuring the finished product is consistent <br />with the approved drawings and design. <br />Key responsibilities typically include: <br />Observation and Site Visits: Regularly visiting the construction site to observe the progress and <br />quality of the executed work. <br />Reviewing Shop Drawings and Submittals: Reviewing detailed drawings or plans submitted by the <br />contractor to ensure they conform to the design concept. <br />Change Orders: Reviewing, approving, or providing recommendations when there are changes to <br />the original plan, such as unforeseen conditions or changes requested by the owner. <br />Payment Applications: Reviewing applications for payment submitted by the contractor to verify <br />the work completed and materials purchased. <br />Project Closeout: Assisting in the final stages of the project, such as punch list items, final <br />inspections, and ensuring proper documentation is provided. <br />The goal of construction administration is to safeguard the City’s interests, ensuring that the Project is <br />built as intended, within compliance, and to the quality standards outlined in the contract. <br />Project Management in construction involves planning, coordinating, and controlling a project from <br />inception to completion. The project manager’s role is essential for a successful outcome as they oversee <br />all aspects of the project, including cost, time, quality, and safety. <br />Key responsibilities for this stage of the project per the agreement’s scope of services include: <br />6.J. - Page 4 of 17 <br />354
