Administration and coordination of construction contract and construction; including <br />administrative, management and related services to ensure that the Contractor performs the <br />requirements of the construction contract documents; <br />b. Receive and review documents for compliance; <br />c. Schedule, coordinate and conduct construction meetings; <br />d. Record and maintain minutes of meetings; <br />e. Consult with City and architect on submittal tracking; <br />f. Oversee all contractor’s requests for information (RFI) for clarification and tracking of <br />information; <br />g. Track the transmittal and receipt of communications, drawings, and other information between <br />all parties; <br />h. Assist the City in testing/inspection service providers; <br />i. Provide monthly progress reports with schedule and budget updates; <br />j. Conduct site observations and construction activities; <br />k. Resolve construction issues and guard the City against defects and deficiencies in construction <br />and workmanship; <br />l. Site safety; <br />m. Processing of changes and change orders; <br />n. Claims handling; <br />o. Monitor Leadership in Energy and Environmental Design (LEED) construction certification; <br />p. Assist City with public outreach. <br />2. Project Close-Out: <br />a. Review and transmittal of contractor closeout items; <br />b. Provide all project records; <br />c. Provide list of post-construction contractor obligations; and <br />d. Conduct warranty review. <br />Both ELS and Gilbane have been supportive in addressing construction delays, adjusting their roles as <br />necessary to manage these delays. However, as discussed earlier, these adjustments have led to increased <br />costs in their respective domains, resulting in the request for approval of amendments to their <br />agreements. <br />Given the importance of the Veterans Memorial Building/Senior Center to the community, it is critical to <br />maintain the quality and integrity of the project, even in the face of these delays. Therefore, it is <br />recommended that the City Council approve the proposed increases to ELS Architecture and Urban <br />Design’s administrative fees and Gilbane’s project management fees to ensure the successful completion <br />of the project. <br />6.J. - Page 5 of 17 <br />355
