That the City Council shall post the Rate Study and the Proposition 218 <br />notice to its website and shall include a link to the Rate Study in the Proposition 218 <br />notice. The City shall mail the Rate Study to any person upon request. <br /> <br />7. That before or during the hearing, the City Council shall consider, and the <br />City shall respond in writing to, any timely written objection, in accordance with <br />Government Code section 53759.1. <br /> <br />8. That if, after reviewing all objections and the City’s responses thereto, the <br />City Council decides to proceed with the public hearing, after the close of the public <br />hearing, the City Clerk shall tabulate all protests, and report whether a majority protest <br />was received, and if a majority protest was not received, the City Council may adopt the <br />proposed water rates. <br /> <br />9.
