ATTACHMENT E1 (NOTIFICATION, MONITORING, REPORTING, RECORD KEEPING Sewer System Management Plan Audit (Aug 2021-Aug 2024) Page 45 of 47 ARachment E1 – No<fica<on, Monitoring, Repor<ng, Record Keeping REQUIREMENTS 15 “The No<fica<on Requirements (sec<on 1), Spill-specific Monitoring Requirements (sec<on 2), Repor<ng Requirements (sec<on 3) and Recordkeeping Requirements (sec<on 4) in this ARachment are pursuant to Water Code sec<on 13267 and sec<on 13383 and are an enforceable component of this General Order. For the purpose of this General Order, the term: • No<fica<on means the no<fying of appropriate par<es of a spill event or other ac<vity. • Spill-specific Monitoring means the gathering of informa<on and data for a specific spill event to be reported or kept as records. • Repor<ng means the repor<ng of informa<on and data into the online California Integrated Water Quality System (CIWQS) Sanitary Sewer System Database. • Recordkeeping means the maintaining of informa<on and data in an official records storage system. Failure to comply with the no<fica<on, monitoring, repor<ng and recordkeeping requirements in this General Order Aug subject the Enrollee to civil liabili<es of up to $10,000 a day per viola<on pursuant to Water Code sec<on 13385; up to $1,000 a day per viola<on pursuant to Water Code sec<on 13268; or referral to the ARorney General for judicial civil enforcement. Water Code sec<on 13193 et seq. requires the Regional Water Quality Control Boards (Regional Water Boards) and the State Water Resources Control Board (State Water Board) to collect sanitary sewer spill informa<on for each spill event and make this informa<on available to the public. Sanitary sewer spill informa<on for each spill event includes but is not limited to: Enrollee contact informa<on for each spill event, spill cause, es<mated spill volume and factors used for es<ma<on, loca<on, date, <me, dura<on, amount discharged to waters of the State, response and correc<ve ac<on(s) taken.” 15 See Attachment D-11 of Reissued WDR (page D-10) ATTY/RESO.0077/CC RESO SEWER SYSTEM MANAGEMENT PLAN - EXHIBIT A REV: 07-14-25 LF Page 215 of 317
