Chain of Communication for Reporting Spills <br />Chain of Communications for Reporting and Responding to Spills <br />Step No. Staff Responsible Description of Activity <br />1 Public Works <br />Services Admin <br />(business hours) or <br />Police Dispatcher <br />(non- business <br />hours) <br />Spill Information Received: Receives service calls originating from the public, <br />other agencies, or from sources within the City; documents caller-provided <br />information including caller contact information (if not anonymous). <br />2 Public Works <br />Services Admin or <br />Police Dispatcher <br />Notify Sewer Service On-Call Worker: Call taker or dispatcher contacts the <br />Sewer Service On-Call Worker. Contact may occur via phone call, text message, <br />or pager communication. <br />3 Sewer Service On- <br />Call Worker <br />Sewer Service On-Call Worker Responds to Call: Sewer Service On–Call Worker <br />obtains information from Admin or Dispatcher. If the Sewer Service On-Call <br />Worker does not respond, the Utilities Field Supervisor is contacted and is <br />responsible for ensuring a Sewer Service On-Call Worker responds. <br />4 Sewer Service On- <br />Call Worker <br />On-Site Assessment: Upon arriving at the call site, the Sewer Service On-Call <br />Worker conducts a preliminary assessment of spill extent and suspected cause. <br />Photographs of spill source and extent of spilled sewage may be taken, if <br />possible. The On-Call Worker will request additional equipment and staff as <br />circumstances dictate. <br />The Utilities Field Supervisor is notified immediately if the spill meets <br />conditions requiring the two-hour notification to regulatory agencies. If the <br />spill is 1,000 gallons or greater and reaches or is likely to reach Waters of the <br />State, the Sewer Service On-Call Worker will contact the Utilities Field <br />Supervisor. <br />5 Sewer Service On- <br />Call Worker <br />Repair, Divert, Contain and Clean: If the spill is from City maintained <br />infrastructure, On-Call Worker and field crew(s) (as appropriate) stop the spill, <br />divert the spill from sensitive areas, contain and return the spill to the system <br />if possible, and assign staff to post signage, as necessary, and perform <br />necessary clean-up activities. If the spill is not from City maintained <br />infrastructure, the property owner is notified and such steps as possible are <br />taken to minimize environmental and health impacts. Photographs are taken <br />of all steps implemented, if possible. <br />6 Utilities Field <br />Supervisor <br />Notification and Coordination: If the spill is 1,000 gallons or greater and <br />discharges or threatening to discharge to Waters of the State, the Utilities <br />Field Supervisor contacts California Governor’s Office of Emergency Services <br />(Cal OES) and San Mateo County Environmental Health and communicates <br />any further direction to the field crew. <br />If 50,000 gallons or greater is discharged to surface waters, the Utilities Field <br />Supervisor contacts the Utilities Specialist for sample collection, additional <br />investigation and possible clean-up. <br />7 Utilities Field <br />Supervisor <br />Additional Resources Required: If needed, the Utilities Field Supervisor obtains <br />necessary resources from other local agencies and/or private service <br />companies. <br />8 Sewer Service On- <br />Call Worker <br />Documentation: The On-Call Worker will write up the appropriate sanitary <br />sewer spill report containing all relevant information regarding the incident. <br />The information is provided to the Utilities Field Supervisor for verification and <br />entry into CIWQS. <br />ATTY/RESO.0077/CC RESO SEWER SYSTEM MANAGEMENT PLAN - EXHIBIT A <br />REV: 07-14-25 LF <br /> <br />Page 27 of 317
