OPERATION AND MAINTENANCE PROGRAM
© 2025 Fischer Compliance, LLC. All rights reserved. Sewer System Management Plan licensed for Redwood City use only Page 31 of 59
4.4. Equipment Inventory
WDR REQUIREMENTS
Att. D-4.4 (pg. D-5)
“An inventory of sewer system equipment, including the identification of critical replacement and spare
parts.”
COMPLIANCE
The City maintains a host of equipment for both routine maintenance and for contingency or emergency
operations. The Wastewater Emergency Equipment document is available upon request.
The City’s inventory of replacement parts, including critical replacement parts are tracked monthly to
ensure the inventory is complete and parts are available as needed. The City stocks an assortment of
materials including pipes, couplings, main line plugs and submersible pumps.
The City purchased a trailer to be utilized specifically for spill response emergencies. The trailer is stored in
the Corporation Yard and is available to be towed to all spill incident locations. The trailer is equipped with
a generator, pump, hose, barricades, containment supplies, personal protective equipment and other
related items to assist staff in responding to sewer spills.
The major equipment utilized for sewer system maintenance includes:
• A combination vacuum/jetter truck which is the City’s primary tool for cleaning gravity sewers. The
City traps roots, grease, silt, and debris dislodged during hydro-jetting in a downstream manhole and
uses the vacuum to extract this material from the sewer system.
• A truck-mounted rodder which is used to remove obstructions from inside sewer lines and is primarily
assigned to clean areas with known root problems or heavy grease. Its use may be triggered by (1)
cleaning reports identifying areas of concern, (2) CCTV inspection results, or (3) heavily tree-lined
streets.
• A repair utility truck which carries equipment designed for sewer line emergencies as well as regular
maintenance. One of the primary pieces of equipment on the truck is a generator powered electric-
driven line cleaner for 4- to 6-inch sewer lines. The truck is also equipped with a portable sea snake
CCTV unit.
EFFECTIVENESS
The City utilizes the following Key Performance Indicators for measuring effectiveness of this Element:
• Have inventory lists been audited as scheduled?
• Have any inventory deficiencies or omissions been discovered and rectified?
• Has the City experienced any equipment failure that inhibited a spill response?

ATTY/RESO.0077/CC RESO SEWER SYSTEM MANAGEMENT PLAN - EXHIBIT A
REV: 07-14-25 LF
