Sewer System Management Plan licensed for Redwood City use only Page 33 of 59 <br />Specifications 5.19 - Operations and Maintenance <br />WDR REQUIREMENTS <br />Specification. 5.19 (pg. 27) <br />“To prevent discharges to the environment, the Enrollee shall maintain in good working order, and <br />operate as designed, any facility or treatment and control system designed to contain sewage and <br />convey it to a treatment plant.” <br />COMPLIANCE <br />The City maintains a robust maintenance program, as described below. <br />Gravity Sewer Maintenance <br />All sewer mains are assigned a preventive maintenance schedule, which consists of performing sewer <br />cleaning at a minimum of once every four years. In addition, the City assigns more frequent preventive <br />maintenance to sewer mains susceptible to root intrusion, grease accumulation, and debris deposition <br />with the goal of preventing sewer line blockages and spills. More frequent preventive maintenance of <br />a sewer main is determined by a combination of a history of blockages, sewer cleaning crew feedback, <br />maintenance defects identified through CCTV inspection, and location with respect to other risk factors. <br />The City maintains a list of the sewer mains identified as requiring more frequent preventative <br />maintenance. This list is continually being updated as additional information is collected and analyzed <br />and is available upon request. <br />One of the primary sources of information utilized by the City to determine the appropriate preventive <br />maintenance schedules for sewer mains is feedback from sewer cleaning crews who include this <br />information in Hiperweb inspections and work orders. The work orders include the following <br />information: date, location, method of cleaning, findings, and whether further actions are necessary. <br />These reports provide the Utilities Field Supervisor with additional information to determine whether <br />to increase or decrease preventive maintenance on a particular sewer main. Work orders are also <br />utilized to identify locations where further inspection and repairs are warranted. Based on the <br />information from these cleaning reports, the Utilities Field Supervisor may create work orders for sewer <br />line repair or manhole construction projects. <br />Staff reviews the high frequency cleaning program and spill locations annually for further evaluation. <br />Line segments with noted fats, oils, and grease are flagged for further follow-up either by SVCW’s <br />source control inspectors for food service locations, or Public Works Services for residential areas. <br />Operations feedback is shared with the Engineering and Transportation Department for consideration <br />in future capital improvement projects. <br />Gravity Main Condition Assessment <br />The City has implemented a multi-year program to perform both CCTV inspection of all sewer pipeline <br />segments and visual inspection of all sewer manholes. The City utilizes a CCTV contractor for its CCTV <br />inspections. CCTV inspections are documented utilizing the National Association of Sewer Service <br />Companies (NASSCO) Pipeline Assessment Certification Program (PACP) inspection ratings. Inspection <br />data is collected and stored in WinCan VX, a commercially available CCTV inspection software. The City <br />maintains a master CCTV database repository of all sewer pipeline inspections on the City’s shared <br />network drive. Inspection of the sewer system is performed by sewerage catchment basins and <br />prioritized based on inflow/infiltration factors documented in the November 2023 Sanitary Sewer <br />Master Plan update. WinCan does not currently interface with Hiperweb.
