Sewer System Management Plan licensed for Redwood City use only Page 34 of 59 <br />The City’s sewer pipeline CCTV contractor inspects sewer manholes as part of the same inspection <br />contract. The inspection contractor performs a visual inspection of the manhole structure and <br />documents the manhole inspection using NASSCO Manhole Assessment Certification Program (MACP) <br />standards. <br />Lift Station Maintenance <br />The City operates and maintains 31 separate lift stations. Each lift station has a separate emergency <br />response and contingency plan that details lift station asset information, spill notification procedures, <br />maps of surrounding pipe infrastructure, bypass procedures, lift station control systems including <br />lockout/tagout procedures and available vendors to assist with emergency response. <br />The Wastewater Division’s Utilities Specialist and supporting Utilities Worker are responsible for <br />performing and overseeing preventive and emergency maintenance at the lift stations, force mains, <br />and gate and check valve systems. Hiperweb work orders are used to document preventive <br />maintenance activities and any additional corrective maintenance, rehabilitation, or replacement needs <br />identified at that time. Documentation of dates of recent generator testing and scheduled key <br />maintenance is also kept on a clipboard at each lift station. <br />Corrective maintenance activities or special projects are scheduled by the Utilities Field Supervisor <br />based on priority. The Utilities Specialist and Utilities Worker recommend and discuss prioritization of <br />these projects with the Utilities Field Supervisor based on their regular maintenance findings. Lift <br />station preventative maintenance is scheduled in monthly, quarterly, bi-annual, and annual cycles. <br />Ideally, preventive maintenance activities can be completed within the first two weeks of the month, <br />leaving two weeks between cycles to complete follow-up maintenance activities and special projects. <br />Any critical issue which could result in a spill is addressed right away. <br />The City’s lift stations are equipped with Supervisory Control and Data Acquisition (SCADA) control <br />systems. SCADA functionality is observed daily by either the Utilities Specialist or the Utilities Worker. <br />These staff members carry mobile devices from which they can access, monitor, and make changes to <br />station operations via SCADA at any time. Other staff access to SCADA is limited. City engineers can <br />view the system but cannot make changes to lift station controls. The City maintains a contract with a <br />SCADA system consultant, who provides regular system support as well as on-call emergency support <br />as needed. Either a Utilities Specialist or Utilities Worker is on-call 24-hours a day, 7-days a week for <br />emergency response. The City maintains written documentation describing protocols and the <br />application of their SCADA system. <br />The City maintains 31 separate force mains, one from each lift station. Many of the force mains were <br />installed at the time of the original construction of the associated lift station. In addition, the City <br />collection system contains 24 individual sewer siphons managed and operated by City staff. Sewer <br />siphons are maintained with a high frequency maintenance schedule. <br />Lower Lateral Maintenance <br />The City maintains the lower portion of each service lateral from the main line to the property line by <br />an informal procedure. The City estimates the total linear feet of City maintained laterals at <br />approximately 575,520 feet (or 107 miles) from 18,452 connections. Customers are responsible for <br />installing a property line cleanout, and the City is not responsible for maintenance of the lower lateral <br />if a property line cleanout is not present. If a property line cleanout does not exist, the City will <br />recommend that the property owner install a property line sewer cleanout to allow the City’s sewer <br />staff to have access to the lower lateral. City staff estimates that approximately 90 percent of all service <br />laterals include property line cleanouts.
