Sewer System Management Plan licensed for Redwood City use only Page 35 of 59 <br />The Wastewater Division is prepared to respond to lateral service calls from customers twenty-four <br />hours a day, seven days a week. Section 2.3 describes how these calls are received and routed to the <br />on-call crew member. In the case of a lower lateral blockage, the on-call crew member clears the <br />blockage, documents the response on Hiperweb and indicates if a CCTV inspection is needed to check <br />the lateral for defects that might warrant repair or replacement. These lateral CCTV inspections are <br />conducted by City staff as needed each Friday (although they can be completed sooner in particularly <br />urgent situations). The CCTV inspection crew will assess and report if the lateral needs to be repaired <br />or replaced, and with what urgency. Lateral CCTV inspections and findings are documented via <br />Hiperweb work orders. Information from these work orders is entered, compiled, and tracked in <br />Hiperweb. Approximately three to four laterals are repaired or replaced each week totaling 150 to 200 <br />per year. <br />Sewer Pipeline and Manhole Rehabilitation and Replacement Program <br />The Engineering and Transportation Department plans sewer main and manhole rehabilitation and <br />replacement based on condition assessment information. Sewer condition assessment information is <br />available on the City’s network and viewable through the Wincan VX software. Inspection and video <br />data are also linked to the City’s GIS when possible. The City typically designs sewer rehabilitation and <br />replacement projects by sewer basin, grouping segments selected for rehabilitation and/or <br />replacement within a sewer basin into the same project. Rehabilitation and replacement projects <br />generally follow the prioritization of sewer basins based on I/I factors and the PACP condition ratings. <br />In some cases, the schedule for larger rehabilitation and replacement projects is shifted based on <br />available funding. <br />Rehabilitation and replacement of sewer pipelines also includes work on manholes and lower laterals <br />for those line segments. However, City staff may perform a separate secondary inspection on sewer <br />manholes identified by the CCTV contractor as having a severe structural condition. The purpose of <br />secondary manhole inspections is to identify possible candidates for inclusion in a separate manhole <br />repair, rehabilitation, or replacement contract. The City typically creates a sewer manhole rehabilitation <br />and replacement contract once approximately 50 sewer manholes are identified for rehabilitation and <br />replacement.
