D-9) <br />“The findings of the condition assessments and capacity assessments must be used to prioritize <br />corrective actions. Prioritization must consider the severity of the consequences of potential spills.” <br />COMPLIANCE <br />The 2023 Sanitary Sewer Capacity Master Plan revision included a hydraulic analysis with updated flow <br />monitoring information and land use data. The results were similar to the 2013 Master Plan, which at that <br />time required a significant increase in the recommended capital improvement program to address existing <br />and future growth and pipeline capacities. The 2013 Master Plan identified approximately $45 million of <br />recommended capital improvements to the City’s wastewater collection system, while the 2023 Master <br />Plan identified approximately $42 million in capital improvements. Based on priority rankings, <br />approximately $14,242,000 of capital projects were ranked in the highest priority categories (1 and 2). This <br />means that the flow model identified the risk of potential spills under existing conditions. Despite this <br />information, the City has not experienced any spills as projected by the model in those locations. The City <br />has been proactively conducting CCTV inspections of the wastewater collection system to assess the <br />conditions to identify sources of infiltration and inflow into the City’s sewer system. Reductions in <br />infiltration and inflow could reduce the potential spill conditions and may also reduce the need for the <br />capital improvements identified in the updated master plan. <br />Currently, the City is working on developing a prioritization matrix for the City’s sewer management and <br />capital improvement program which would incorporate priorities such as reliability, responsiveness, and <br />environmental protection. Reliability is to address system capacity and condition concerns. Responsiveness <br />is to document the City’s plan of action to address system problems such as spills. The City’s response <br />actions include repairs or spill containment and clean-up. Environmental protection is to document the <br />City’s plan for prevention of spills. The matrix will help develop a plan based on the ranking of the priorities. <br />The recommended capacity improvement projects listed in the 2023 Sanitary Sewer Capacity Master Plan <br />are found in the table below. <br />Project ID 1 Location Length (lf.)
