Consider future agreement with Outfront-Foster Interstate (O/FI) on potential <br />placement of a digital billboard at 350 Convention Way (304) <br /> <br />Assistant City Manager Patrick Heisinger gave a presentation. <br /> <br />The following members of the public provided comments: <br />• Alex Belenson <br />• Wade Painter <br /> <br />Recommendation: <br />1. By motion, authorize staff to prepare and sign a Letter of Intent (LOI) with O/FI to <br />confirm the City’s interest in considering a digital billboard at 350 Convention Way; <br />2. By motion, authorize staff to negotiate terms for a digital billboard agreement, should <br />the City Council ultimately approve the billboard at that location; and <br />3. By motion, direct staff to return to the City Council at the end of the negotiation and, <br />if staff recommends moving forward with agreed-upon terms, to prepare the agreement <br />and amendments to the City's sign ordinance that would allow for the installation of a <br />digital billboard at that location. <br /> <br />CEQA: <br />The City Council’s action to direct staff to revise the Sign Ordinance and negotiate with <br />O/FI is not a project under CEQA as defined in CEQA Guidelines Section 15378 because <br />it is an administrative action and not a “project” that could directly or indirectly impact <br />the environment. However, if staff successfully negotiate an agreement, appropriate <br />CEQA review would be required for its approval and/or to proceed with changes to the <br />sign ordinance and the placement of the billboard. <br /> <br />Motion and second, Sturken and Gee to: <br />1.
