REV: 07-08-25 VR <br />o Subconsultant, Civic Edge, will plan and lead outreach activities thorough <br />the project planning and early design process to engage and inform affected <br />agencies and community members about the project’s design, align the <br />project options with existing efforts, confirm compliance with environmental <br />regulations and FEMA requirements, and incorporate all stakeholder voices <br />into the decision-making process. The goal is to establish a shared vision <br />for the project area with neighbors and other interested parties, grounded <br />in the constraints and opportunities of the area. <br />o Consultant and team will develop in coordination with the technical team <br />and the City a comprehensive Public Outreach Plan. This plan will include <br />audience mapping, a strategy for website content and multilingual <br />engagement, timeline, and outlines strategies to prioritize equity and <br />accomplish our engagement goals. Building on experience engaging <br />stakeholders on sea level rise and flooding projects, this plan will identify <br />the types of feedback that would be most helpful to the Project team. <br />Task 3.2. Align project design with existing efforts and multi-benefit opportunities: <br />o Consultant to assist City coordination with public agencies, private <br />landowners, businesses and community lifeline asset owners to sync <br />project alternatives with existing sea level rise adaptation planning <br />efforts, RSAP guidelines, and multi-benefit opportunities. This includes <br />consideration of alternatives that align with the Foster City Levee Project <br />(including a potential tie-in for contiguous shoreline protection), the <br />SamTrans Adaptation and Resilience Plan for its South Base facility, the <br />San Carlos Airport, and the Silicon Valley Clean Water Wastewater <br />Treatment Plant’s sea level rise adaptation planning, levee repair, and <br />nutrient removal opportunities (such as horizontal levee or wetland <br />treatment). Additionally, this includes consideration of nature- based <br />approaches, using the San Francisco Estuary Institute’s Adaptation <br />Atlas, other regional “living shoreline” resources and guidance, and <br />RSAP guidelines. <br />Task 3.3. Stakeholder and community outreach: Consultant and team (Schaaf and <br />Wheeler and sub-consultants, refer to schedule of rates for list of sub-consultants) <br />to propose a variety of engagement strategies that could include in-person <br />workshops, online meetings, walking tours, focus groups, presentations to <br />community groups and more. Civic Edge will also support coordination and <br />notetaking at up to 12 meetings with regulatory agencies, landowners, businesses, <br />and other stakeholders.
