REV: 07-08-25 VR <br />o Civic Edge will support the creation of consistent messaging and visuals <br />that translate the technical into easily understandable engagement <br />materials including handouts, presentations, and website content. <br />Deliverables: Public Outreach Plan and associated schedule (PDF), visuals and other <br />materials for meetings and community workshops, meeting agenda, minutes and/or <br />feedback summary for engagement with environmental regulatory agencies, <br />residents, and FEMA, and documentation tracking and prioritizing stakeholder input. <br />Deliverables in electronic format for City review and approval. <br />Task 4. Alternative Analysis and Project Selection, up to $773,058 Time and <br />Materials (T&M) <br />This task provides alternatives for consideration by the Technical Advisory <br />Committee (TAC), based on information collected in Task 2 and early input from <br />outreach conducted in Task 3, recommended decision criteria, and initial efforts for <br />the selected design. This task includes: <br />o Conceptual alternatives designed to a 5 to 10 percent design <br />development level, to inform an understanding of project concepts, <br />technical feasibility, stormwater management, permitting considerations, <br />ecological (e.g., living shoreline and upland habitat) and Bay Trail <br />benefits, Universal Design Principles, water quality considerations (e.g., <br />lagoon water quality), adaptability, and other key metrics. <br />o A detailed assessment of the technical performance, financial <br />implications, community benefits/impacts, and environmental <br />considerations associated with each alternative. <br />o Identification of proposed bay fill for each alternative, including the <br />reason for filling (e.g., access, views, living shoreline, etc.) <br />o Planning-level cost estimates (Class 4 Opinion of Probable Cost) for each <br />alternative. <br />o Recommended decision criteria metrics to guide alternatives analysis <br />and inform CEQA and NEPA analyses (including Least Environmentally <br />Damaging Practicable Alternatives (LEDPA)). The final decision criteria <br />for the alternatives analysis will be established based on input from the <br />project TAC and PMT. <br />o Written documentation that demonstrates the appropriate level of <br />analysis required to comply with key benchmarks in the environmental <br />compliance process, such as the Clean Water Act Section 404(b)(1) <br />requirements for consideration of alternatives and CEQA and NEPA <br />ATTY/AGR.2025.172/Schaaf and Wheeler Consulting Civil Engineers (Redwood Shores Sea Level Rise Protection) (Page 16 of 36)
