Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />ANALYSIS <br />Major construction of the recycled water main started in April 2025 and completed on schedule in July <br />2025. <br />Two change orders totaling $69,864 were issued for a net four percent increase of the contract amount. <br />The total change order amount was within the authorized contingency amount. Change Order 1 paid the <br />contractor $29,900 to accommodate a City-requested schedule adjustment to reduce impacts on <br />Downtown events such as Zoppe Circus and Hometown Holidays. Change Order 2 paid the contractor <br />$39,964 to adjust the pipe alignment to avoid PG&E utility conflicts discovered during construction. <br />The City Engineer has determined that the improvements outlined by the project plans and specifications <br />are complete. Therefore, staff recommend acceptance of the Project and release of bonds and retention. <br />FISCAL IMPACT <br />No additional funding is required. Funds for the Project were previously approved as part of the Recycled <br />Water Distribution System Phase 2 Extension (Project 85116) from Enterprise Fund 686 Water Capital <br />Projects. <br />Table 1: Project Cost Summary <br />Contract Item Amount Date <br />Award $1,673,600 7/15/2024 <br />Change Order 1 $29,900 12/6/2024 <br />Change Order 2 $39,964 7/24/2025 <br />Total $1,743,464 <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />Moreover, on July 28, 2003, the City Council adopted Resolution No 14544, which ratified and confirmed <br />the Redwood City Recycled Water Project Mitigated Negative Declaration (MND) and the Mitigation <br />Monitoring and Reporting Program. A Notice of Determination for the Redwood City Recycled Water <br />Project MND was filed on August 18, 2003. The Redwood City Recycled Water Project MND evaluated the <br />environmental impacts of the recycled water main extension on Marshall Street, between Jefferson <br />Avenue and Walnut Street and the proposed construction of these pipe segments is within the scope of <br />the MND. <br />8.A. - Page 2 of 3 <br />10
