During evaluation, staff <br />determined Sandis Civil Engineers Surveyors Planners’ proposal was non-responsive because their <br />proposal did not meet the RFP requirement by not including the required mapping reviews. Accordingly, <br />staff recommends that the City Council approve the execution of the agreements with the following six <br />consultants: ENGEO Incorporated; Ninyo & Moore Geotechnical & Environmental Sciences Consultants; <br />Smith-Emery of San Francisco Inc.; Kier & Wright Civil Engineers and Surveyors Inc.; BKF Engineers; and <br />Alexander & Associates Inc. <br />Once the contracts are executed, staff may request selected firms to provide a scope and budget tailored <br />to the specific requirements of a given task or project. Proposals are evaluated based on the firm’s <br />expertise, staff availability, and proposed cost. If approved, a task order would be issued under the on- <br />call services contract. On-call consultants are not guaranteed work but may be available to provide <br />services on an as-needed basis, up to the contract’s authorized amount and within the term of the <br />agreement. <br />7.C. - Page 4 of 110 <br />39
