Page 3 of 6 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />ANALYSIS <br />Two projects, the Jardin de Niños Park Expansion Project and Supply of Metal Frame Structure, located at <br />1606 Middlefield Road, were advertised in the San Mateo Daily Journal newspaper and on the City’s <br />website on August 1, 2024. Bids for each of the projects were received on August 28, 2024 and the bid <br />openings were conducted virtually. Jardin de Ninos Park Expansion Project received two bids and the <br />Supply of Metal Structure received one bid. The City Council awarded the contracts on September 23, <br />2024. <br />Figure 1: Project Location Map <br />Park Expansion Construction – The low bid of $491,491 submitted by McNabb Construction, Inc. was 9% <br />higher than the Engineer’s Estimate of $450,000. The estimate was prepared by the design team and <br />reflected the City’s and consultant’s experience with similar projects throughout the Bay Area, as well as <br />past park projects in Redwood City. Given the available funding, staff recommended awarding the <br />contract to McNabb Construction, Inc. The scope of work included selective demolition, site clearing, <br />grading and earthwork, concrete flatwork, electrical work, fencing and gates, site furnishings, irrigation <br />work, and the installation of the metal structure purchased by the City. The contract specified a project <br />completion time of 120 calendar days, however, the project began on February 10, 2025 and was <br />completed in 175 days due to additional time needed for earthwork, rain days, and necessary <br />modifications to stormwater measures, grading and concrete work. <br />The total change order cost for McNabb Construction, Inc. was $4,654, which represents less than 1% of <br />the original contract amount. The change order addressed modifications to the stormwater bubbler boxes <br />and surfacing materials, the replacement of an undersized post for the chain link fence, and the removal <br />of excess earthwork. The final contract amount, including the change order, totaled $496,146. <br />Supply of Metal Structure – The low bid of $159,856 submitted by Park Associates DBA Park Planet was <br />below the estimate of $160,000. Staff reviewed the provided bid documentation and recommended <br />7.B. - Page 3 of 6 <br />13
