Page 1 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: October 27, 2025 <br />SUBJECT <br />Amend the City's Classification and Salary and Wage Plan to update salary ranges to incorporate a 2025 <br />cost-of-living adjustment as provided in the Chief Officers’ Association Memorandum of Understanding <br />(October 1, 2024 – September 30, 2027), the Redwood City Management Employees Association <br />Memorandum of Understanding (October 1, 2024 – August 29, 2027), and Summary of Compensation and <br />Terms of Employment for the Confidential Employee Group (March 10, 2025 – September 30, 2027), and <br />amend the job description for Librarian I/II to add Lead Librarian level <br />RECOMMENDATION <br />Adopt a resolution amending the City’s Classification and Salary and Wage Plan to update the salary ranges <br />for classifications in the Chief Officers’ Association, the Redwood City Management Employees <br />Association, and the Confidential Employee Group, amending the job description for the classification of <br />Librarian I/II to include a Lead Librarian level, and establishing the salary range for classification of Lead <br />Librarian. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />COA, RCMEA and Confidential Group 2025 COLA: <br />On March 10, 2025, the City Council approved a tentative agreement relative to wages, hours and other <br />terms and conditions of employment for employees represented by the Redwood City Management <br />Employees Association (RCMEA) and approved the Summary of Compensation and Terms of Employment <br />for the Confidential Employee Group. On May 19, 2025, the City Council approved a tentative agreement <br />relative to wages, hours and other terms and conditions of employment for employees represented by <br />the Chief Officers’ Association (COA). <br />8.F. - Page 1 of 26 <br />343
