Due to <br />pending equity adjustments to be determined by salary survey results, 2025 COLA figures were not <br />included in the March 2025 or May 2025 City Council reports. <br />ANALYSIS <br />COA, RCMEA, Confidential Group 2025 COLA: <br />The City currently has multi-year agreements with employee organizations that govern employee <br />compensation. All represented employees, confidential employee group, and unrepresented executive <br />management employee group are scheduled to receive COLAs in Fiscal Year 2025-26 under the terms of <br />these agreements. The proposed three percent (3%) COLAs for COA, RCMEA, and Confidential Employee <br />Group fulfills the terms of the Memoranda of Understanding for COA and RCMEA, and Summary of <br />Compensation and Terms of Employment for the Confidential Employee Group and is included within the <br />PFY 2025-26 approved Budget. <br />Librarian I/II Job Description: <br />In 2021, the salary schedules for Librarian I and Librarian II were increased by one and one-half percent <br />(1.5%) in recognition of “In-Charge” duties incorporated into the Librarian I/II job description. The <br />proposed job description and salary range amendments replace the 2021 side letter between the City and <br />Service Employees’ International Union – Local 521 (SEIU) regarding Librarian In-Charge duties. <br />Effective the first full pay period following City Council approval of a successor MOU in 2025, the salary <br />schedules for Librarian I and Librarian II were reduced by one and one-half percent (1.5%), and Librarian <br />I/II only performed In-Charge duties voluntarily upon manager request. The City is now creating a Lead <br />Librarian classification. Upon this change, Librarian II’s who wish to serve as Leads may elect to become <br />a Lead Librarian. The salary schedule for the Lead Librarian classification shall be set at one and one-half <br />percent (1.5%) above Librarian II. The Lead Librarian duties will include “In-Charge” duties as a job <br />requirement. <br />The Lead Librarian job class will be flexibly-staffed with Librarians. There is no requirement that <br />employees must serve as Librarian II before advancing to the Lead Librarian job class. The parties <br />acknowledge that applicants may be eligible to be hired directly into the Lead Librarian job classification <br />if the minimum qualifications and job requirements are met, and Librarian I’s may promote directly into <br />the Lead Librarian job classification. <br />City staff and representatives of Service Employees Internation Union – Local 521 met and mutually <br />agreed on proposed changes to this job description and to salary. <br />8.F. - Page 2 of 26 <br />344
