Redwood City Police Department <br />Redwood City PD Policy Manual <br />Military Equipment Use <br />Copyright Lexipol, LLC 2022/03/23, All Rights Reserved. <br />Published with permission by Redwood City Police <br />Department <br />DRAFT Military Equipment Use 18 <br />Equipment Type: Distraction Device - CA Gov’t Code §7070(c)(12) <br />Equipment: Defense Technology Distraction Device <br />Quantity Owned/Sought: 61 Total - 42 <br />Operational, 19 Expired (training only) <br />Lifespan: 5 years <br />Equipment Capabilities: known as Noise Flash Diversionary Device (NFDD) these devices <br />are meant to create a distraction by producing a flash of light and 175 decibel noise through <br />the use of igniting flash powder. <br />Manufacturer Product Description: The Non-Reloadable Distraction Device unit <br />incorporates an M201A1 type fuse with hex design gun steel body. This is a compact version <br />of the 8933 Low Roll body Distraction Device is the newest version of the first reusable non- <br />bursting canister that limits movement and rolling once deployed. The compact Distraction <br />Device fits safely in your hand and packs all the power of the full size Distraction Device. This <br />is a smaller, lighter device with the same output. <br />Purpose/Authorized Uses: These devices are only used by the SRT team during critical <br />incidents or planned operations. These devices are most often used outside of a residence <br />during a surround and call out in order to gain the attention of the occupants or as a <br />distraction/diversion for dangerous persons. They may also be used inside buildings to <br />distract potentially armed or dangerous subjects or to gain tactical advantage. They are <br />deployed under the close supervision of on-scene supervisors. <br />Fiscal Impacts: Approximately $80 per device. These periodically need to be replaced when <br />they used operationally or in training exercises. They are also date stamped with an <br />expiration and must be used or removed from the operational inventory by this date. <br />Replacement costs will vary annually and are detailed in the Annual Military Equipment Use <br />Report available at the Department website <br />Legal/Procedural Rules Governing Use: Applicable Redwood City Training and Safety <br />policies as well as Use of Force and SRT policies. <br />Training Required: Only trained members of the SRT team are authorized to deploy these <br />devices. They are only used during SRT operations and under the close supervision of the <br />SWAT Team chain of command. Instructors are POST certified. Periodic update training is <br />conducted with the SRT Team to maintain proficiency. <br />Other Notes: 42 devices are approved for use. <br />8.G. - Page 22 of 44 <br />390
