Page 5 of 7 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />attend the meeting and review the public testimony and acknowledge any written comments from the <br />meeting prior to submitting a formal SB 35 application. <br />Zoning Development Standards and Parking <br />Once the full application is received, the project will be reviewed against the objective design standards <br />of the MUC-VB Zoning District including but not limited to: setbacks, height, maximum building length, <br />and open space. The Applicant currently proposes 44 parking spaces exceeding the minimum <br />requirements for a transit-oriented development. Under AB 2097 (Government Code § 65863.2), projects <br />located within a half-mile of a major transit stop—such as Caltrain Sequoia Station are not required to <br />provide off-street parking. <br />State Density Bonus <br />Projects that propose affordable housing may be eligible for a State Density Bonus, which allows <br />developers to exceed the maximum allowable density in the General Plan and Zoning Ordinance if the <br />project includes a certain number of affordable units. The size of the density bonus is determined by the <br />percentage and affordability level of the units included in the project. The maximum density in the MUC- <br />VB Zoning District is 80 du/acre or 42 units for this site. The Applicant proposes to utilize a density bonus <br />for an additional 34 units for a total of 76 units on the project site. Project sites within a half-mile of a <br />major transit stop would qualify for an unlimited density bonus. <br />In addition to a density bonus, affordable housing projects may also be eligible for concessions and <br />waivers. State Density Bonus law requires the City to grant the appropriate number of concessions and <br />unlimited waivers to an eligible project. A concession is a modification that will result in identifiable and <br />actual cost reductions needed to provide affordable housing. The number of concessions available to an <br />applicant are limited and depend on the percentage and affordability levels proposed. A waiver is a <br />modification to development standard that would otherwise physically preclude the construction of a <br />project at the density permitted including the density bonus units. There is no limit on the number of <br />waivers that are available to a project, if necessary to accommodate the project’s permitted density. The <br />use of a density bonus, concession, or waiver does not constitute a valid basis for finding a project <br />inconsistent with the General Plan and Zoning Ordinance. <br />Because this project is 100% affordable housing meeting the required affordability thresholds, the project <br />could qualify for a certain number of concessions and waivers depending on the density bonus requested. <br />The Applicant’s SB330 pre-application indicates that the applicant may potentially seek concessions or <br />waivers to modify development standards related to required open space, pervious surface requirements, <br />and required setbacks. As mentioned, the project design is still being developed, and it’s anticipated that <br />the full list of requested concessions and/or waivers would be part of the formal application materials <br />which will be reviewed at that time by the City. <br />NEXT STEPS <br />Following this informational public meeting, the Applicant will review public comments and must <br />acknowledge the feedback received prior to submitting their formal SB 35 application. The City will also <br />initiate and complete the tribal consultation process. To freeze local regulations under the preliminary <br />application, the Applicant must submit the SB35 application within 180 days of the preliminary <br />application. Upon submission, the City will have 30 days to determine application completeness. If <br />incomplete, the Applicant would have 90 days to re-submit materials needed to complete the application. <br />9.A. - Page 5 of 7 <br />429
