Redwood City Stormwater Roadmap <br />Next Steps <br />September 2025 8-1 Schaaf & Wheeler <br />8 Next Steps <br />Schaaf & Wheeler has developed a recommended project cycle outlining the key steps <br />Redwood City should take to study, implement, and fund stormwater system improvements. <br />This Roadmap provides a structured approach to transition from reactive maintenance to <br />proactive, long-term infrastructure planning and investment. <br /> <br />8.1 Initial Steps <br />As outlined in the “Recommended Assessments” section, the City should prioritize completing a <br />comprehensive Stormwater Master Plan. The last citywide plan was completed in 1986, and a <br />full update is long overdue to assess current stormwater infrastructure conditions and needs. <br />While funding constraints may require a phased approach, completing the Master Plan as a <br />single, cohesive effort, if feasible, would improve efficiency and reduce overall costs. <br />A Stormwater Master Plan serves as a foundational planning tool that enables the City to: <br /> Document existing stormwater infrastructure conditions <br /> Evaluate hydraulic capacity <br /> Identify and prioritize capital improvement projects <br /> Develop cost estimates for planning, design, construction, and maintenance <br /> Create conceptual designs for high-priority, near-term projects <br /> Determine the most feasible long-term funding strategy <br /> Improve operational efficiency and asset management <br />11.A. - Page 37 of 53 <br />468
