Redwood City Stormwater Roadmap <br />Next Steps <br />September 2025 8-2 Schaaf & Wheeler <br />The Stormwater Master Plan should serve as the backbone for stormwater infrastructure <br />planning and guide the City toward a proactive, data-driven Stormwater Program. Initial, broad <br />first steps for the City are as follows: <br />1. Fund the Stormwater Master Plan <br />2. Complete the Stormwater Master Plan <br />3. Determine the City’s long-term funding strategy <br />4. Determine high-priority, near-term projects <br />5. Design and construct high-priority, near-term projects <br />The initial Stormwater Master Plan will likely need to be funded by the City using general funds, <br />which is typical for jurisdictions without an existing Stormwater Program. A Stormwater Program <br />refers to the combination of a comprehensive Master Plan that inventories existing infrastructure <br />and identifies future capital needs that has an establishes a long-term funding strategy to fund <br />the implementation of capital needs. Establishing a formal Stormwater Program will help the <br />City better organize and manage its stormwater infrastructure needs. Additional discussion on <br />implementing an ongoing Stormwater Program is provided in the Ongoing Steps section. <br />8.2 Ongoing Steps <br />Following completion of the initial Stormwater Master Plan and project implementation, the City <br />should adopt a recurring cycle to maintain system performance and resilience as a part of the <br />Stormwater Program. This ongoing process ensures that infrastructure is regularly assessed, <br />prioritized, and improved based on up-to-date data and evolving system demands. <br />1. Complete comprehensive Stormwater Master Plan– Complete every 20 years <br />2. Complete inspection of high and medium-risk infrastructure – Complete every 5 years <br />3. Complete inspection of low-risk infrastructure – Complete every 10 years <br />4. Determine critical infrastructure based on Stormwater Master Plan and inspection <br />5. Design critical projects <br />6. Construct critical projects <br />Future capital improvement planning and operations costs are unknown and will be ultimately <br />determined by future master planning efforts to assess then current conditions and model with <br />then current standards and regulations. However, Mountain View with a similar population size <br />and topographic setting estimated the high-priority capital improvements to cost $34,300,000 in <br />2019. Adjusting for inflation, Redwood City’s estimated CIP may cost between $40,000,000 and <br />$50,000,000 in 2025. Inspection of high and medium-risk infrastructure is estimated to cost <br />$100,000 to $150,000 in 2025. Inspection of low-risk infrastructure is estimated to cost $50,000 <br />to $75,000 in 2025. Future estimates will need to be adjusted for projected inflation. Completing <br />the Stormwater Master Plan will give the City a more accurate estimate of the City’s specific <br />needs and total capital improvement estimates for future finance planning. <br />Additionally, updating the Stormwater Master Plan every 20 years will allow the City to reassess <br />its infrastructure against refined climate-change regulations and projections. The long-term <br />funding source will aid the City in funding this ongoing effort of revaluation and implementation. <br />Redwood City faces significant challenges and opportunities in managing its stormwater <br />infrastructure amid aging assets, evolving regulatory requirements, and the increasing threats <br />posed by climate change.
