In times of higher project demand, the Community
Development Department (CD) uses consultants to aid staff in projects in the Planning and Building
Divisions, as needed for support for various moderate to large development projects. In May 2025, CD’s
Planning Division issued a Request for Proposals (RFP) to any qualifying firms that could provide on-call
general and specialized services. The selected firms were to provide services in the following areas of
expertise: economic analysis, historic analysis, general planning, urban design, long-range planning,
environmental review, and tenant relocation services for upcoming development projects. Many of these
services are services that CD does not provide in-house, so the use of consultants has been the most
efficient method of providing additional support to City staff.

Twenty one firms submitted proposals from this Request for Proposals, out of which eleven firms were
selected according to the various areas that Planning needs additional support. Of the firms selected, four
of them have had previous experience providing services to the City.

FIRM CITY DIVISION RECENT CONTRACT YEAR RECENT CONTRACT
AWARD AMOUNT
WRT* PLANNING 2024 $3,068,241
EPS PLANNING 2022 $295,000
Strategic Economics, Inc.
