On-call contracts are particularly <br />efficient as they allow staff to quickly bring on consultant assistance for individual projects under the <br />umbrella of pre-existing contract terms using Task Order Templates for specific projects. Due to the <br />specialized and time-consuming nature of planning work, it has been the practice of the City for more <br />than 10 years to use on-call planning services for medium and large-scale development projects. <br /> <br />This work for private development projects is mostly cost recovery with the developer reimbursing the <br />City for the work that the City’s contracted professional services agencies perform. In order to streamline <br />the City’s processes and more efficiently provide support for general and specialized services related to <br />development projects in a time effective manner, Planning Division staff completed a comprehensive RFP <br />process to initiate large multi-year contracts with multiple firms that can perform on-call general and <br />specialized planning services. In response to the City’s RFP, proposals for on-call general and planning <br />services were received from the following 21 firms: <br /> <br />4Leaf Economic & <br />Planning Systems, <br />Inc. Wallace Roberts & <br />Todd (WRT) <br />EMC Planning <br />Group <br />ECONorthwest Kimley-Horn Zack Urban <br />Solutions, Inc. <br />AR/WS <br />GFT <br /> <br />Staff reviewed the proposals for criteria listed on the RFP, including sufficient personnel and resources, <br />in-depth experience, experience with general planning including moderate and large development project <br />management and staffing support, and overall quality of the presentation of the proposal.
