Capital Reserve Escalation Issue: The proposal to escalate reserves annually based <br />on the Construction Cost Index introduces automatic increases unrelated to actual <br />service costs, thereby potentially violating constitutional requirements for cost <br />proportionality. <br />I respectfully request that the City Council not adopt the proposed rates in their current <br />form.
